Song Weiping, representative of the National People’s Congress and director of the Department of Transportation of Anhui Province, said while attending the fifth meeting of the Tenth National People’s Congress that he will vigorously promote the process of transportation informatization, achieve integration into the Yangtze River Delta, and promote regional transportation integration.
Twelve high-speed links to the Yangtze River Delta
In 2005, Anhui Province proposed “implementing the eastward development strategy and accelerating integration into the Yangtze River Delta” as the basic strategy for Anhui’s rise.
Song Weiping believes that eastward development requires seamless transportation; national entrepreneurship requires unimpeded flow of people, logistics, and information; to accelerate the rise, a modern three-dimensional transportation network is required. Great traffic must go first.
It is understood that Anhui Province’s “Eleventh Five-Year Plan” comprehensive transportation system development plan has now been issued. It is clear that by 2010, it will initially form a structure consisting of two or more transportation modes, connecting all province-administered cities, and connecting the Yangtze River Delta Economic Circle. The “two verticals, five horizontals, and three connections” comprehensive transportation channel network constitutes a comprehensive transportation hub system centered on Hefei and supported by Wuhu, Bengbu, Fuyang, Anqing, and Huangshan.
Song Weiping said that in the future, Anhui Province will fully implement the “six major strategies” and a series of major transportation projects will be launched. This year, more than 600 kilometers of expressways will be completed and opened to traffic in the province. This will be the year with the most traffic mileage in the province. The provincial expressway mileage exceeds 2,400 kilometers.
Following Anhui’s existing routes to the Yangtze River Delta, Hening (Hefei to Nanjing), Maning (Ma’anshan to Nanjing), Xuanhang (Xuancheng to Hangzhou), Wuxuan (Wuhu to Xuancheng), Huihang (Huangshan to Hangzhou) In addition to the seven expressways in the Anhui section of the Hejie (Hefei to Jiezidun) and Lianhuo (Lianyungang to Horgos) expressways, five more expressways will be built in the next five years, a total of twelve expressways connecting the Yangtze River Delta , Anhui’s high-speed exports to Jiangsu and Zhejiang soared to 21.
Actively integrate into the “Yangtze River Delta One Card”
The reporter learned during the interview that under the guidance of the “East Development” strategy, Anhui Province will also complete the highway network toll IC card transformation project as soon as possible, accelerate the mastery and application of multi-path recognition technology for highway vehicles, and strengthen communication with the Yangtze River Delta. Convergence, actively integrate into the “Yangtze River Delta All-in-One Card” to realize the regional network charging all-in-one card. Further promote the application of GIS and GPS systems, promote the application of expressway networked toll stored-value card payment systems, and carry out pilot projects for expressway non-stop toll collection.
In addition to the continuous extension of the tentacles of the expressway to the Yangtze River Delta, water transportation is also “not to be left behind.”
It is understood that in November last year, seven provinces and two cities along the Yangtze River, including Anhui Province, and the Ministry of Communications jointly signed the overall promotion plan for the construction of the Yangtze River Golden Waterway during the “Eleventh Five-Year Plan” period.
According to this plan, Anhui Province will speed up the linkage between the trunk and branches of the Yangtze River. Song Weiping said that during the “Eleventh Five-Year Plan” period, it will focus on supporting the construction of the “four rivers and four ports” in the areas adjacent to Jiangsu and Zhejiang. Shen Canal, implement the dredging and rectification project of the Huaihe main line and Chuhe channel, construct and renovate Maanshan Port, Xuanzhou Liqiao Port, Xin’anjiang Shendu Port, etc. Grasp the Wushen Canal, Yingshang Ship Lock, Anqing Mawo Port Area Phase I Project, Construction in progress such as the Rentouji Wharf of Ma’anshan Port.
Cooperate with the construction of Shanghai International Shipping Center, actively promote river-sea combined transportation, and build a multi-functional, multi-level, and multi-type modern port group with Wuhu as the regional hub port and Anqing as the sub-central port; focus on the construction of container transportation systems and coal transit transportation Systems, crude oil and petroleum products transit and transportation systems, ore and mineral construction materials transit and transportation systems.
Director Song revealed that during the “Eleventh Five-Year Plan” period in Anhui Province, approximately 1,500 kilometers of railways will be built, 500 kilometers of double tracks will be built, and nearly 1,000 kilometers will be electrified. By 2010, the operating mileage of railways in Anhui Province will reach 3,800 kilometers. A railway network with reasonable layout, basic coordination of main branches and branches, and connecting all provincial cities and the Yangtze River Delta Economic Circle has been initially formed, and Hefei will become a networked railway hub by then.
