Project implementation process
As one of the first wholesalers of Ningbo citizen cards, the Ningbo Branch of China Construction Bank started the preparatory work in September 2007 and implemented the project in three phases.
1. Business and technical preparation stage. In August 2007, the relevant persons in charge of the personal finance department and the information technology department and business backbones of our bank took the initiative to visit the People’s Bank, UnionPay, and Citizen Card after participating in the financial IC card specification and application knowledge training organized by the People’s Bank of China Ningbo Center Branch. The company understands and masters the Ningbo citizen card financial IC card project plan, business and technical specifications, and has formulated the preliminary implementation plan of our bank’s citizen card financial IC card project.
Since September 2007, the “Ningbo Citizen Card Project Implementation Leading Group” has been established with the business executive president as the team leader and heads of relevant departments such as the Personal Finance Department and the Information Technology Department as members, and the project implementation promotion office has been established. Actively participate in the discussion of the cooperation mode of the citizen card project.
2. System development stage. Based on the CCB’s guidance on the development of financial IC cards and the system application architecture, our bank has determined to develop the Longka citizen card system on the branch’s characteristic business platform. After hard work, the business plan determination, demand preparation, project approval and other related work were completed in November 2007, and the Longka Citizen Card project expert demonstration was completed in December 2007, and it was reported to the head office for the record. In May 2008, the Longka citizen card system development and hardware procurement were officially launched.
As Ningbo is the first pilot city of PBOC version 2.0 financial IC card, during the implementation of the project, it encountered many technical problems, such as the problem of reader drive. No company in China has packaged the development of micro-payment applications. driver. The project team meticulously studied the PBOC 2.0 specification, repeated tests and verifications, completed the development of the driver program before making the test card, and bought time for the project to go online; the card issuing template involves more than 70 data elements, all of which need to fully understand the meaning. The project team humbly consulted card vendors, security vendors, CFCA and other experts, and finally fully understood the business meaning and representation of each data element.
After the joint efforts of the project team members, on September 20, 2008, the B card issuance system and the over-the-counter business function went online, and the internal trial operation phase was fully entered. On September 28, 2008, the Ningbo Center Sub-branch of the People’s Bank of China checked and accepted our bank’s counter business.
Based on the breakthrough of the function of the bearer card of the citizen card, our bank reported the demand for bearer card to the relevant department of the head office. The head office attaches great importance to the innovation of Ningbo citizen card electronic cash business, and dispatched technical backbones to set up and develop bearer accounts and related business functions, which were fully launched on December 20, 2008.
Project application promotion
The issuance and promotion of Longka Ningbo Citizen Card has solved the long-standing problems of fast financial payment and bank card application expansion, and greatly improved the security performance. In order to expand the new application channels of Longka Citizen Card and promote the rapid development of Ningbo Citizen Card business, our bank has developed a hospital self-service system. The launch of this system has achieved the city’s goal of infiltrating financial services into the medical service sector.
In terms of application promotion, two card issuance marketing activities were mainly carried out. The first is to promote Longka Citizen Card in combination with peak season marketing. In the first quarter of 2009, in order to find a breakthrough in the development of Longka Citizen Card business, our bank further increased Longka Citizen Card marketing efforts and formulated Longka Citizen Card promotion marketing plans, card issuance indicators and payment incentive policies. The second is to promote bearer cards in conjunction with the 60th anniversary of the National Day. In response to the approaching 60th anniversary of the National Day, a special marketing campaign for bearer cards was launched, focusing on the marketing of high-quality group customers.
In terms of function expansion, our bank cooperated with local hospitals to develop a hospital self-service system. After the system is launched, patients can use the financial IC card to go through the hospital outpatient registration and payment procedures through the hospital self-service terminal, which greatly improves the efficiency of medical treatment.
Project implementation experience
1. The high attention paid by leaders at all levels is the guarantee for the smooth implementation of the citizen card project. The Longka Citizen Card Project was successfully implemented and became one of the first two card issuances. It is inseparable from the high attention and strong support of the People’s Headquarters, China Construction Headquarters, Ningbo Central Sub-branch of the People’s Bank of China and related leaders. In particular, the Ningbo Central Sub-branch of the People’s Bank of China has done a lot of work from the drafting of the Ningbo citizen card plan, the training of business norms, the breakthrough of the traditional system, and the coordination of the interests of all parties, laying a foundation for the smooth implementation of the Longka Ningbo citizen card project of our bank. 2. Strengthening the communication between relevant parties is the way for the smooth implementation of the citizen card project. The Longka Citizen Card Project involves nearly 20 related units, including the head office business management department and development center; outside the bank, the People’s Bank of China, UnionPay, UnionPay Commerce, citizen card companies, CFCA, bank card testing centers, hardware suppliers, and software developers. , Card dealers, etc. In order to further straighten out the coordination relationship, the project team of our bank has formulated a detailed coordination plan to keep the progress of the project within the controllable range.
3. High scalability, fully supports future business development. For financial IC cards, industry applications are an important area of IC card business development. Although the implementation of the first phase of the project is mainly the application of standard financial IC cards, it still needs to fully consider the expansion of future special industry applications. In the plan, the functional characteristics of the IC card business system of other banks in the implementation of the cooperative company have been fully borrowed, and the expansion needs of the corresponding industry-specific applications are considered in advance. The card information management, account system, account processing, key management, etc. are all included. The corresponding functional modules and interfaces are reserved, so that it can fully meet the needs of future business development and lay a foundation for the migration of EMV.
4. The introduction of the data preparation system solves the contradiction between data complexity and card production efficiency. The high flexibility and high security of the PBOC 2.0 specification has also brought about an increase in the amount of data and the increase in data complexity. If PBOC2.0 standardizes the financial IC card and completes all the personalization process directly on the punching machine, too much data needs to be processed and the process is too complicated, which will greatly increase the probability of error, and the speed of card production will also be reduced, making it difficult to meet the needs of large batches. In view of the above problems and the characteristics of the PBOC2.0 specification, at the beginning of the design of the Longka citizen card project system, the data and key generation and organization links in the original card personalization process were separated separately to form a data preparation system. 5. Actively cooperate with other application providers to effectively promote the issuance of cards. After the Long Card Citizen Card project was launched, in order to better promote the issuance of cards, our bank actively cooperated with other application providers on the basic Ningbo Citizen Card application technology to issue multi-application cards and co-branded cards, including campus cards. , Medical card, etc. The addition of various practical extended applications adds a lot of highlights to the Longka Citizen Card, making this PBOC2.0 financial IC card on the basis of security, richer in functions, more usable, and easier to be used by cardholders. favorite.
Suggestions for the next development
During the implementation of the pilot program, we also found some problems. In response to these problems, we recommend:
1. Although QPBOC solves the problem of fast payment, it is not reflected in the card transaction details. At present, merchants’ POS devices support both contactless and contact micropayments. Because contactless operations are relatively simple, cashiers prefer to use the contactless interface, which results in no transaction details in the card and misunderstandings by customers.
2. The implementation of financial IC cards is best planned and implemented at the head office level. On the one hand, it is conducive to the rapid promotion of the whole bank and reduces the implementation cost; on the other hand, it is conducive to the joint networking and universal use of financial IC cards.
3. Multi-application of financial IC cards is a systematic project and coordination project, which requires overall planning and unified promotion. The implementation process involves the interests of various industries in the entire industrial chain, and is closely related from manufacturers to application units.
