Project Introduction

  The First Affiliated Hospital of Xiamen University (hereinafter referred to as the “First Hospital”) is the largest Grade A general hospital in southwestern Fujian that integrates medical treatment, teaching, scientific research, prevention, and rehabilitation. It was founded in 1937 and has more than 2,000 employees. It owns four branches, two nursing homes, and nine community medical service centers in a medical cluster. There are 2000 beds in the headquarters of the First Hospital, and the annual emergency volume is more than 4 million. Among them, the annual emergency volume in 2012 was 4,669,800, and an average of 12,794 patients came to see each other every day, and there were a large number of shuttle buses. The hospital currently has 4 parking lots with a total of 935 parking spaces, but it still cannot meet the huge traffic demand, and it has also caused a series of parking problems.

Parking problem

  Parking in the First Hospital is a big problem for car owners. It can almost be said that “can’t get in, can’t get out”, which seriously affects the patients who come to see the doctor. The problems are mainly manifested in the following three aspects:

1. The traffic volume is huge, and the traditional management model cannot cope with it

As one of the largest and most professional Class-A general hospitals in Xiamen, the first hospital has an average of 12,794 visits per day, and the average number of vehicles entering and leaving the hospital every day is more than 8,000. Facing such a huge traffic volume, the hospital still uses the traditional manual management and charging mode, which is extremely inefficient.

2. The entrances and exits are congested, and it is difficult for vehicles to enter and exit

Because of the huge volume of inbound and outbound vehicles and the low efficiency of the traditional management model of the parking lot, many vehicles for picking up and receiving patients are in long queues and are often blocked at the gate of the hospital. This not only affects the medical environment, but also seriously hinders the access of ambulances, and even Affect the normal traffic of passing vehicles and pedestrians in the surrounding area. At the same time, because of vehicle jams and frequent collisions and disputes, the entrances and exits are even more blocked, which seriously affects patients’ visits.

3. The parking space cannot be used effectively, affecting the traffic order

The First Hospital has more than 2,000 employees, and the number of internal cars parked in the parking lot every day is nearly 300, accounting for about 1/3 of all the parking spaces in the hospital, and one stop is a day, on the one hand, the number of parking spaces in the parking lot is significantly reduced. On the other hand, the effective use of parking spaces cannot be achieved, which leads to a large number of vehicles gathering around the hospital. Some of them are parked outside the non-motorized lanes near the hospital, and some occupy part of the motorized lanes, which affects the surrounding traffic order.

Hospital requirements

  The parking lot management of the First Hospital intends to solve the parking problem by introducing a parking lot system. After a number of comprehensive strength comparisons, Dashou was finally selected as the hospital’s parking management solution provider, and the following requirements were put forward:

1. Alleviate congestion at entrances and exits, and allow vehicles to pick up patients to enter and exit quickly

2. Use limited parking spaces reasonably and efficiently to allow patients’ vehicles to park in parking spaces

3. Reduce parking lot management costs and personnel input

Design

  Through on-site inspections, and according to the requirements of the hospital’s parking lot management and actual needs, the entire hospital’s parking lot was designed as a 4-in 5-out 910C card ticket combined with a parking fee management system. Except for 120 channels, each entrance and exit is equipped with Parking space information screen (display the remaining number of parking spaces in the garage) and image comparison function section. The specific plan is as follows: The underground parking lot of the new emergency building adopts a 1-in-1 system and a curved arm barrier. The entrance and exit of Gate 3 adopts a 1-in-1 system. The gates are all straight-arm anti-smashing barriers. The above three parking lots are only for temporary vehicles. The network mode is adopted, and all vehicles get tickets for admission; 120 lanes are independent lanes, using a 1-out system, which is conducive to unhindered exit of ambulances ; The administrative building is an independent ground parking lot that is not connected to other parking lots. It is mainly used for administrative personnel parking. It uses a 1 in 1 out system, and is equipped with a middle-distance card reader and a straight arm anti-smashing barrier. Read the card to enter and exit, and other temporary vehicles get tickets to enter the venue.

In addition, considering the large number of vehicles of the hospital’s staff (except administrative staff), and one stop is one day, Dashou suggested that the hospital contact a nearby parking lot outside the hospital to let the staff park their vehicles in order to alleviate the problem of tight parking spaces inside the hospital.


Process analysis

  Before all vehicles enter the venue, you can learn the remaining number of parking spaces in each parking lot through the parking space information screen at the entrance, and decide in advance whether you need to change the parking lot.

When a temporary vehicle enters the parking lot, the sense of ground at the entrance is triggered, and the control machine at the entrance will automatically spit out the parking ticket. At the same time, the camera installed next to the barrier will immediately capture the picture of the vehicle and transfer the picture to the management software for storage . After the car owner takes away the parking lot spit out by the control machine, the barrier will automatically raise and the vehicle will quickly enter the parking lot; when the vehicle is ready to leave the parking lot, it touches the exit to feel the ground, and the camera immediately captures the vehicle again, and Two snapshots of the entrance and exit will automatically pop up on the computer screen for comparison by the toll collector (the vehicle will be released if the front and rear vehicles are the same). The car owner will pass the parking ticket to the toll collector.

When the internal vehicle (administrative personnel vehicle) enters the administrative building, the monthly card will be read on the control machine, the barrier will automatically rise, and the vehicle will enter smoothly. It will also read the card when exiting, which is convenient and quick.

System functions

  1. Adopt the form of ticket collection, environmental protection and sanitation, and cost saving

The PM910 system used in the parking lot is a card and ticket combined with parking fee management system. Internal cars use card readers to enter and exit, and temporary tickets are collected for admission. This ticket collection method has the following advantages: ① Hygiene and safety. Compared with the repeated use of parking cards, a one-time parking ticket is more hygienic and safer. It is especially suitable for areas where there are pathogen infections such as hospitals, effectively avoiding the spread of germs from repeated use of parking cards. ②Save cost and easily cope with large flow. The number of paper tickets per roll can reach 3000, which is enough to cope with the large traffic volume of the supermarket, and the large number of paper tickets can reduce the frequency of replacement and save costs; and the use of parking cards requires frequent card replacements, and the cost is relatively high. ③The parking information is clear on the parking ticket. The control machine will automatically print the relevant parking information on the paper ticket before the ticket is issued, such as the license plate number, vehicle type, entry location, entry time and expiration time, etc., so that the owner can see it at a glance, and it also reduces the cost of disputes.

2. Automatic tax declaration function to prevent tax evasion and tax evasion

The first hospital parking lot is designed to use tax control software. The software will automatically record every charge information and upload the charge records to the tax bureau’s server regularly to prevent tax evasion in the hospital; at the same time, the car owner can check the invoice at any time The authenticity of.

3. Information networking, divert vehicles from the field, reduce export traffic jams

Except for the parking lot of the administrative building, other parking lots of the hospital adopt the information networking method, that is, no matter the vehicle enters from any parking lot of the hospital, the corresponding information will be transmitted to the server. When the vehicle is ready to leave, you can choose the exit at will. Effectively alleviate the phenomenon of export traffic jams.

4. Image comparison to ensure vehicle safety

When the vehicle enters and exits the field, the camera installed next to the barrier will automatically and quickly take a snapshot of the vehicle, and automatically call it out when the vehicle leaves the field for comparison by the toll collector. If the front and rear vehicle information is consistent, the vehicle is allowed to leave the field; If the vehicle information is inconsistent, the vehicle cannot leave the field. On the one hand, it can ensure the safety of the vehicle, so that patients can go to a doctor with peace of mind, and on the other hand, it can also avoid the phenomenon of fee evasion.

  Since the introduction of the Dashou Hospital’s parking fee management system, the traffic order in the parking lot of the First Hospital has been further regulated, the congestion at the entrance and exit has completely disappeared, and the rapid entry and exit of medical vehicles has been achieved, and the surrounding traffic congestion caused by the difficulty of parking in the hospital has been eliminated. This phenomenon has improved the overall image of the hospital.
