Summary:
Improving the level of traffic management, eliminating or reducing traffic congestion and congestion, and reducing pollution from motor vehicles have become issues of concern worldwide. The automotive electronic label system can meet the requirements of traffic management in terms of reliability, operating distance, data storage and multi-card recognition capabilities. Compared with other intelligent traffic management systems, it is a low-input, low-maintenance, and high-efficiency system. The comprehensive promotion of automotive electronic tags and the construction of a mobile vehicle traffic information resource collection platform have become an inevitable trend in traffic management and planning, electronic toll collection, vehicle safety and assisted driving, emergency and safety, operation management, integrated transportation and other fields. It will have a huge effect and benefit on the management of government regulations and e-commerce applications related to automobile operation. This article uses the one million vehicle electronic label environmental protection project implemented by Sense Technology in Beijing in 2007 as an opportunity to introduce how to use the vehicle environmental protection information card (automobile electronic label) that is being installed as a dynamic traffic information resource collection platform , Carry out automatic identification of motor vehicles, use digital technology and economic means to realize scientific management of cars, buses and taxis, scientifically plan Beijing’s traffic, and relieve vehicle congestion.

In recent years, with the rapid economic development, the number of motor vehicles in Beijing has continued to grow at a high speed. By the end of 2006, the number of motor vehicles in Beijing had reached nearly 2.8 million, ranking first in the country. There are more and more problems with urban road traffic. More than 90% of the city’s roads are saturated or super-saturated, especially during the morning and evening peaks of traffic, the second, third, and fourth loops and the arterial roads between the loops are particularly serious. Traffic congestion has a serious impact on the smoothness of urban traffic and the safety of people and vehicles, reducing transportation efficiency and increasing energy consumption. In 2004, Beijing analyzed the contribution rate of various pollution sources to the emission of gaseous pollutants. The sharing rate of the emission concentration of CO, NOX, HC and PM by motor vehicles reached 92%, 64%, 51% and 23% respectively. , Automobile exhaust has become the main source of urban air pollution, endangering people’s health and sustainable economic development.

The 2008 Olympic Games will be held in Beijing, and traffic issues have become the focus of concern for the International Olympic Committee and the people of the whole country. The core concept of the Beijing Olympics is “Green Olympics, High-tech Olympics, and Humanistic Olympics.” This is the aspiration of the people of the whole country and a solemn commitment of our country to the world. In order to achieve the requirements of the “Green Olympics”, the prevention and control of motor vehicle pollution brooks no delay. For this reason, Beijing has put forward four major measures, including the gradual implementation of strict emission standards for new vehicles, strengthening the supervision and management of in-use vehicles, improving fuel quality, implementing a motor vehicle emission supervision system, and accelerating the replacement and elimination of old vehicles to reduce motor vehicle emissions pollution. , Improve the quality of the atmospheric environment. The Beijing Municipal Environmental Protection Bureau has decided to adopt RFID technology to attach an electronic identification card that can be identified from a long distance—automobile electronic tag (also known as environmental information card) on each car, improve the vehicle emission supervision system, and collect and grasp timely and accurately. The emission status of various models and vehicles will solve the problems faced in the supervision of motor vehicle exhaust emissions to the greatest extent, and improve the efficiency of management work.

Learn from the past experience and consider the new technologies for vehicle emission control that are about to be faced, and on the existing basis, adopt new methods and new methods to strengthen the regular inspection of the exhaust emissions of in-use motor vehicles, improve the road inspection and road inspection technology and equipment, and improve Beijing The motor vehicle emission monitoring system timely and accurately collects and grasps various models, various emission control technology levels, and the emission status of each vehicle, so as to solve the problems faced in the supervision of motor vehicle exhaust emissions to the greatest extent and improve the efficiency of management work. It has become a top priority for Beijing’s motor vehicle emission supervision work.

The software and hardware framework of the automotive environmental protection RFID testing center in the project is shown in Figure 1 below

Store the vehicle information in the electronic tag, and the electronic tag can be used as an electronic license plate.

The anti-counterfeiting measures of the electronic environmental protection information card, namely the anti-copy technology, are mainly embodied in the special chip used in the electronic environmental protection information card. Each chip has a unique identification code, and the information encryption protection is carried out by using write protection to prevent illegal modification and cloning. .

In the software and hardware system of the environmental protection information card, the anti-tear technology is a very important link in the application. The anti-tear function technically guarantees that after the electronic environmental protection information card is installed and used in the vehicle, once the antenna and chip are removed, it will be damaged and cannot be used.

The environmental protection information card can work normally in severe cold, humid areas, tropical areas and dusty places. It has super anti-interference ability. Except for physical damage and over-rewrite times (100,000 times), it allows unlimited reads, so there is no obvious limit to its service life.

Applying UHF RFID intelligent transportation technology to environmental protection testing projects, Sincere Technology is the first company. This project organically uses advanced sensor technology, communication technology, data processing technology, network technology, automatic control technology, information release technology, etc. A real-time, accurate and efficient comprehensive transportation management and control system established on the entire transportation management system.

1. Automobile electronic label and traffic information collection

In the hundred years since the invention of the automobile, the license plate has been used as the identification of the automobile. However, license plates are easy to be forged, copied or altered. Some criminals will steal, smuggle, scrap or illegally assembled vehicles and use fake license plates to drive on the road. Traditional license plate recognition can only be done by eye or camera. It is difficult to recognize clearly under conditions such as high-speed vehicle movement, soil contamination of the license plate, night or rain and snow.

In response to the problems of traditional license plates, in order to solve the contradiction between strict supervision and rapid adoption, Wuhan Iron and Steel Group has used automotive electronic tags (passes) to manage tens of thousands of vehicles entering and exiting every day since 2005. Years of operation and practice have proved that the goal of quick access, automatic identification, strict supervision and well-documented inspection has been achieved. The increasingly serious phenomenon of vehicle jams at the gate bayonet has been lifted, and the efficiency of safety and defense operations has been improved.

Figure 4: The large-scale RFID vehicle management system implemented by Sincere Technology in Wuhan Iron and Steel Group

The automobile electronic tag communicates with the automobile electronic tag reading and writing equipment through microwave, for automatic identification and information exchange. The communication distance is up to more than ten meters, and the communication with the reading and writing equipment can be completed in an instant without affecting the driving of the car. Even if a vehicle passes at a speed of more than 100 kilometers per hour, it can complete the communication process required for identification with an accuracy of 99.99%. The card number of the automobile electronic label is unique in the world and cannot be copied, changed, forged, or replaced. It can work under harsh environmental conditions such as high temperature and cold weather, dust, oil stains or humidity. The reading and writing device communicates with the vehicle only a few meters away. The automobile electronic tag uses the electromagnetic wave energy emitted by the reading and writing device antenna to work. It does not need a battery, is maintenance-free for life, and is easy to use. It uses a single-chip integrated circuit. Small size, light weight, low price, high reliability, and easy to promote.

Using various dedicated or public information networks, control base stations can be set up in the city, the province, and even across the country, providing the identification number, time and location of each vehicle passing through the base station, and forming a collection network of automobile traffic information through the network. The traffic information processing center processes and stores information. Automobile traffic information is an information resource. It is sorted, classified, analyzed and counted through the database of the operation center, and provides various applications related to automobile management and electronic transactions to automobile management departments and commercial companies to facilitate driving and realize Automatic toll collection without parking, strengthen car supervision, find problems at one point, monitor the whole network, prevent crime, achieve the purpose of reducing police consumption and improving vehicle management efficiency.

2. Auto electronic tags and automatic charging in congested areas

Practice at home and abroad has proved that the use of digital automatic identification technology to automatically classify, partition, and time-sharing management of vehicles, implement charging for entering congested areas, use economic levers to organize and guide traffic rationally, avoid using unscientific one-pot, one-size-fits-all management methods, and reduce Traffic flow in congested areas during peak hours is a good way to relieve traffic congestion. The charging of vehicles entering the congested area also reflects the fair principle of whoever uses the road and pays. To change the unreasonable situation where some people used roads and required all citizens to bear the cost of road repairs in the past.

Many countries, such as Singapore and the United Kingdom, have imposed fees on vehicles entering congested areas during peak hours. The most influential in the world is the Congestion Charging Plan for Central London, which was implemented on February 17, 2003. The toll area is located in the central area of London’s inner ring road, covering an area of 22 square kilometers. In October 2003, Transport for London conducted a summary of the six-month implementation based on a large number of statistical data. Statistics show that after the implementation of congestion charging, the number of cars entering the central area has been reduced by 18%, of which the number of cars has been reduced by 30%. Using the driving time of each vehicle as a measurement standard, traffic congestion was reduced by an average of 30%. Converted into an average speed, it has increased from 26 kilometers to 35.3 kilometers per hour. After charging for cars, the number of people on buses increased from an average of 77,000 to 106,000 per day, an increase of 29,000. Due to the increase in the number of buses, passenger waiting time has been reduced by 20%. The bus speed increased by about 7%. The report estimates that due to reduced congestion and increased vehicle speeds, it is equivalent to an annual net income increase of 50 million pounds for London.

Figure 6: Using RFID electronic tag technology to monitor and detect traffic flow

Due to the large traffic volume and the many crossings entering the toll area, various vehicles have different charging standards at different time periods, and the workload of implementing tolls is huge. If there is no automated charging method, it is likely that the old congestion will not be eliminated, and new congestion will be caused by charging. The use of car electronic tags to realize non-stop toll collection is a good way to solve the difficulty of charging. There are second, third, fourth and fifth ring roads in Beijing. The ring road closes the secondary intersections. It is only necessary to install non-stop tolling base stations at the entrances of all ring roads to charge vehicles entering all toll periods according to the prescribed charging standards. Automatic charging. The operation center of the automobile electronic label system can set different charging standards for each toll base station according to different areas of the second, third and fourth ring roads and different congestion periods. These base stations are unmanned, do not need to stop to pay, do not affect normal driving, and do not reduce the traffic capacity of the road. All charges are automatically deducted from the bank’s car account through the Internet. If supplemented by measures such as free parking outside the toll area and connecting the parking lot to fast public transportation, a considerable number of drivers can be attracted to public transportation and the traffic flow in the congested area can be reduced. Beijing has decided to build low-cost or even free public parking lots in Sihui and other places to attract private car owners to park and transfer to buses and subways to enter the central city.

3. Automobile electronic label and public transportation priority

Liu Xiaoming, deputy director of the Beijing Municipal Commission of Transportation, said that vigorously developing public transportation can be said to be the only way to solve Beijing’s transportation problems. To eliminate traffic congestion, it is necessary to reduce the traffic flow in the congested area while at the same time developing public transportation with high efficiency and large passenger capacity to meet people’s travel needs.

Land resources and investment capacity are limited. The development of urban public transportation cannot rely solely on increasing vehicles and building new routes. While building a new and efficient public transportation system, it is more important to strengthen the operation and management of the existing public transportation system, implement a public transportation priority policy, improve the speed and efficiency of public transportation vehicles, and make travel faster and more convenient for the general public , More economical and more comfortable.

Many cities have set up dedicated bus lanes to increase driving speed on the way. However, congestion often occurs at intersections. How to control the traffic lights and give priority to public transportation is a problem that must be solved.

If it is in front of the intersection, set up a base station for collecting vehicle electronic tag information. When the bus passes through the base station, the vehicle identification information is sent to the traffic light control system to learn early about the arrival of the bus or other emergency vehicles, fire trucks and important official vehicles that need to be given priority. The traffic light control system can determine the best traffic light conversion plan according to the priority level and traffic flow information specified by the automobile electronic tags, so that buses and other vehicles that need care are given priority to release.

In 25 cities such as Edinburgh and Leeds in the United Kingdom, the bus priority system DRIVE II has been adopted, and TI electronic tags are used to identify buses. The system is integrated with the SCOOT and SPOT UTC systems that control traffic lights, allowing public transportation vehicles to pass priority at busy road intersections. The test proved that the bus travel time was reduced by 8% during the morning rush hour.

Figure 7: Edinburgh Bus Priority System, UK

The city of Vejle in Singapore and Denmark uses automotive electronic identification systems to scientifically manage bus operations. Since the automobile electronic tag reading device is installed at each bus stop, the arrival and departure time of each bus can be known, and the dispatching room conducts scientific dispatch according to the operating conditions. Passengers can see the estimated arrival time and train number of the next bus on the display board at the station, which improves the quality and efficiency of bus services.

Among them, some large domestic cities such as Shanghai, Kunming, and Hangzhou have used Sincere Technology’s UHF RFID technology for intelligent public transportation management, and achieved very good results. It has been applied to some parking lots of Shanghai Public Transport Group and Yunnan Public Transport Company. Some depots, and some depots of Beijing Public Transport Company. The system can realize the automatic, accurate, long-distance, and non-stop collection of information for buses entering and leaving the station, so that the bus dispatching system can accurately grasp the real-time dynamic information of the bus entering and leaving the bus parking lot. By implementing the UHF RFID technology of Sincere Technology, the management level of buses can be effectively improved, and the collected data can be researched and analyzed using computers, and the rules of vehicle operation can be grasped, the loopholes in vehicle management can be eliminated, and the intelligentization of public buses can be realized. Management to enhance the image of the city. Thereby improving the management level of urban public transportation operation and dispatch.

Fourth, automotive electronic tags and traffic planning

The Beijing Municipal Transportation Commission’s annual work conference held on March 2003 clearly pointed out that the fundamental problem of current transportation is urban planning. Experts pointed out that the average road area of urban vehicles in my country is larger than that of countries such as Japan, but the congestion is far more serious than them, indicating that the fundamental crux of urban traffic is related to the improper strategic planning of road functions.

The Beijing Municipal Commission of Communications is working with the Municipal Development and Reform Commission to study next year’s transportation infrastructure construction plan, and it is expected to invest a huge amount of 35 billion yuan to improve Beijing’s traffic. Beijing’s main roads, secondary roads, and microcirculation traffic systems must be constructed. Next year, we will also study the existing intersections one by one, broaden the intersection, add more turning lanes, make the timing of signal lights more reasonable, and improve the traffic capacity of the intersection. How to make good use of the huge funds invested in the construction of transportation infrastructure, scientific planning is the most important thing. The prerequisite for scientific planning is to have real and detailed traffic data in Beijing.

After each vehicle is equipped with an automobile electronic tag, the dynamic driving information of all vehicles in the city at different times can be collected by reading and writing base stations of automobile electronic tags distributed throughout the city. Using database statistics and analysis of this information, we can accurately know the traffic flow in all directions on all key roads and key intersections in the city. It is possible to know the starting area and ending area of each car trip, so as to analyze the vehicle on different days (working days or holidays), different times (peak or other times), different types of vehicles (private cars, taxis, buses or Trucks, etc.) and the regularity of the operation of vehicles at different crossings. With these data, the planning and design of roads and public transportation are established on the basis of scientific analysis, and limited funds are used at the cutting edge. Help the Beijing Municipal Government speak with numbers to correctly plan roads, crossings, parking lots and public transportation arrangements. From passive management of traffic to active organization of traffic, to guide traffic, reduce congestion, increase driving speed, fundamentally eliminate traffic bottlenecks and crossings, and achieve the goal of smooth traffic.

5. Automobile electronic label and vehicle transportation management

There are more than 60,000 taxis in Beijing, accounting for 3% of the total, but accounting for more than 30% of the traffic volume. Taxis drove empty to solicit passengers 45% of the time, greatly increasing the amount of car traffic in the city and making the already crowded traffic more congested.

To reduce the traffic flow of empty taxis, economic means must be used to increase the cost of empty taxis.

There are very few taxis running over the toll highway. This shows that if you use automobile electronic tags, you can automatically identify which vehicles are taxis, and specifically charge taxis on congested roads to charge for no-stop parking. In this way, taxi drivers will take the cost into consideration and make empty-run “sweeping” rentals on the road. The car stopped and consciously went to the parking area planned by the government, waiting for the dispatch of the telephone calling system and the satellite positioning system. This not only reduces the labor intensity and cost of drivers, but also reduces urban congestion and air pollution.

Beijing has spent a lot of effort to rectify the operation order of taxis and minibuses. According to reports, vehicles engaged in illegal operations are basically using the license plates of regular passenger transport or other units, which affects the normal order of the highway passenger transport market. The legitimate rights and interests of passengers cannot be protected and the rights and interests of enterprises are also harmed. The identification number of the automobile electronic tag is not repeated in the world, and the category information of the vehicle is also stored. The use of the automobile electronic tag system for traffic and road administration management can timely find out the operating route without affecting the normal driving of the vehicle. Driving, vehicles that have not gone through legal formalities and all kinds of vehicles with fake licenses. This is conducive to overcoming the disorderly operation of commercial vehicles, protecting the rights of legitimate operators, and reducing the resulting civil disputes.

Sixth, automobile electronic label and public security traffic management

Congestion is a comprehensive traffic disease, which has many causes and must be treated comprehensively. A large number of vehicles with fake license plates, illegal assembled vehicles, scrapped vehicles, parked vehicles and under-year inspection vehicles rammed on the road, causing traffic accidents, which is an important cause of large-scale road congestion.

The automatic identification and management system of automobile electronic tags provides a powerful high-tech means for public security officers to strengthen vehicle management. According to the controlled list provided by the public security department, the automatic identification management system of automobile electronic tags puts hit-and-run vehicles, vehicles that have not been dealt with in violation of regulations, suspected criminal vehicles and other vehicles in violation of regulations into the controlled blacklist according to the controlled list provided by the public security department. Using the base station network of automotive electronic tags, the future car electronic tag ID numbers are compared with the blacklist database to monitor, intercept and track these vehicles. By automatically recognizing vehicles, vehicles with hidden dangers cannot be on the road, which can greatly reduce the accident rate.

my country has made third party liability insurance a compulsory type of motor vehicle insurance. However, vehicles with fake licenses or decks will not be insured without an annual review. Compulsory insurance has become empty talk for these vehicles. This is not only the loss of insurance resources, but also the damage to the victims of traffic accidents. The automobile electronic label automatic identification management system receives the insurance information from the vehicle insurance company, generates the uninsured or expired vehicle blacklist and the stolen vehicle blacklist that need to be monitored, and realizes the vehicle non-stop verification in the city. As a result, 100% of the vehicles on the road are monitored, providing technical means of supervision for the implementation of third party liability insurance.

If the driver is equipped with a driver’s card, the auto electronic tag automatic identification management system can read the information of the driver’s card and the car’s electronic tag at the same time. If there is no driver’s card, or the type of permitted driving read on the driver’s card does not match the car’s electronic tag, the public security department can assist the public security department to monitor, intercept and track vehicles driven by unauthorized drivers.

Seven, conclusion

The automotive electronic label system can meet the requirements of traffic management in terms of reliability, operating distance, data storage and multi-card recognition capabilities. As a leader and advocate for the large-scale promotion and application of automotive electronic label systems in the transportation field, Sense Technology has managed tens of thousands of vehicles from the large-scale Wuhan Iron and Steel Plant, the Beijing Million Vehicles Green Label Project, and Xiangtan More than 10 large-scale vehicle management projects of a certain scale, including the RFID management system of the Iron and Steel Company, the RFID management system of the Shijiazhuang Iron and Steel Company, the Shanghai Public Transport System Vehicle Management System, and the Yunnan Public Transport System Vehicle Management System. A good result.
