The one-card system of the Shanghai Municipal People’s Government Office Building adopts PEAKE’s contactless IC card (Texas Instrument, ISO15693 standard) one-card series products. The one-card system includes seven subsystems: card issuing center, access control, patrol, attendance, parking, identification and temporary visitor management. All-in-one card management system provides interface and IBMS system integration in accordance with the OPC standard, and realizes the linkage functions of monitoring, alarming, and fire fighting. Since the one-card system was put into use in July 2004, the system has been running stably, fully meeting the design requirements of practicability, reliability, advancement, real-time and integratability.
Card Issuance Management System
Cards are issued on the principle of one person, one card. The card issuing management system includes functional modules such as operator authority management, personnel management, card management, communication management and data backup and recovery.
1. Operator management: Operator management is mainly to manage the use rights of system operators, and each function option of the designated one-card system is operated and managed by relevant personnel respectively.
2. Personnel management: Personnel information management is mainly about entering, changing, and deleting system personnel data, including information on units, departments, personnel, positions, and categories.
3. Card management: Card management mainly manages card issuance, loss reporting, card return and type management.
◆Card issuance: Card issuance includes long-term cards and temporary cards, which are composed of functional modules such as card issuance, loss reporting, card return, card replacement, card activation, password modification, and authority. ◆Card issuance: The card issuance module includes two operations: internal card issuance and temporary card issuance:
When the internal card is issued, a certain cardholder should be selected, the card number should be read through the reader, and the password set by the cardholder should be input to complete the card issuance operation. All the rights of the cardholder are automatically assigned to the card. When the card is issued, if the cardholder has a normal card holding record, the card will not be issued again.
When the temporary card is issued, it can be issued unlimitedly for a specific record in the database. After the card is issued, it is managed by the promotion and use department, such as the entrance of the parking lot. The above IC cards contain collateral, which will be automatically deducted from the card holder’s recharge record when the card is issued.
◆Report loss: When the card is lost accidentally, you can apply for a loss report, and you must enter the cardholder password at the same time. Temporary cards are not subject to loss reporting. When a card is reported lost, the cardholder can choose whether to reissue a new card. When a new card is issued, all the remaining funds in the original lost card will be automatically transferred to the new card account, and the deposit of the lost card will be deducted at the same time.
◆Card activation When the IC card is recovered, the activation procedure should be done at the card issuing center, that is, the loss report is cancelled by reading the card number. You can also call the card issuing center and enter your personal information for activation. Card activation requires a PIN. When the cardholder has received a new card, the card will be returned after reporting the loss, and the deposit will be added back to the cardholder’s savings account.
◆Return card (exchange card)
When the cardholder is not authorized to conduct activities in the All-in-One Card network, the cardholder should be notified to go through the refund procedure.
When the cardholder must return the card but does not have the card in hand, the card deposit will be deducted from his personal account (except for the cardholder’s loss of the card).
After the card is returned, the cardholder can go to the financial department for settlement.
The IC card is invalid due to non-human damage (the card is not read), and the card holder should go through the card replacement procedure free of charge, that is, take back the old card and enter the new card information.
For any artificial damage, the card will be returned and a new card will be reissued.
◆Password modification: If the cardholder forgets the password accidentally, he can change the password at the card issuing center with his personal certificate.
◆Authorization: Authorization is a specific embodiment of a card issuing center of the one-card system. The card issuing center can directly authorize any device of each subsystem in the one-card system.

Access Control Subsystem

When the person enters the door, they only need to hold the card close to the card reader to read the card. After the card reader contacts the IC card information, the access control controller first judges whether the card number is legal. Unlock and save the card number, date, time and other information for query. Otherwise, the door will not open, the red light will be on, and the buzzer will beep twice.

Online Patrol Management System
