The Meizhou Citizen Card was officially issued. This marks the breakthrough progress and phased results of the Meizhou Citizen Card Project, and Meizhou has also become the first prefecture-level city in Guangdong Province to issue a citizen card.
The Meizhou Citizen Card is a multifunctional financial IC card issued by banking financial institutions using the PBOC2.0 standard of the People’s Bank of China. It has functions such as consumer credit, transfer settlement, and electronic wallet. The electronic wallet function of the Meizhou citizen card supports transactions such as cash transfer, offline consumption, balance inquiry and detailed inquiry, which greatly promotes the application of financial IC cards in the field of micropayments.
The first banks to issue citizen cards in Meizhou include Industrial and Commercial Bank of China Meizhou Branch and Bank of China Meizhou Branch. There are registered cards and unregistered cards for issuing cards. As of September 20, a total of 10,100 Meizhou citizen cards have been issued. In terms of the acceptance environment, there are currently 477 POS machines of 360 special merchants and some bus lines that can accept citizen cards. Application industries cover transportation, supermarkets, catering, hospitals, pharmacies, gas, public utility payment, Xinhua Bookstore, entertainment, tourism and many other industries. The geographical scope is gradually extending from the original urban area to counties (cities) and central towns under its jurisdiction.
2. Project implementation plan
(1) Overall planning, step-by-step implementation. On the basis of in-depth investigation and multi-party research, Meizhou Central Branch was entrusted by the Meizhou Municipal Government to take the lead in formulating the “Meizhou Citizen Card Promotion Implementation Plan”, which clarified the overall idea of ββthe project construction, and put forward the work objectives and overall progress of the phased promotion. Work requirements. The “Meizhou Citizen Card Management Measures” was formulated to standardize the production standards, functions, issuance and management, and fund settlement of citizen cards in accordance with the requirements of “unified name, unified logo, unified platform, and unified standard”. At the same time, in accordance with the principle of “coexistence transition and gradual replacement”, step by step integration of relevant cards used by citizens in daily life, and continuously broaden the use of citizen cards.
(2) Improve institutions and strengthen leadership. In order to ensure the orderly progress of the project, the Meizhou Municipal Government has established a Meizhou Citizen Card Construction Leading Group to be responsible for the decision-making and coordination of major issues of the Citizen Card project. The leading group has set up an office in the People’s Bank of China to be responsible for the coordination and implementation of the citizen card project. The leader of the leading group is assumed by the city leaders, and its members are composed of principals from the People’s Bank of China, the Banking Regulatory Commission, the Financial Office, the competent departments of the industry and the commercial banks. By improving the organizational structure, a working mechanism has been formed in which the leaders of the municipal government are in command, the People’s Bank of China supervises the implementation, the competent departments of the industry are separately mobilized, and the commercial banks and network service providers participate together. At the same time, the Citizen Card Service Center was specially established to implement the resolutions of the Citizen Card Construction Leading Group and coordinate market promotion and service work.
(3) Defining responsibilities and forming a joint force. In order to fully integrate the resource advantages of all parties, clear responsibilities have been set for all parties involved in the construction of the project. On behalf of the government, the Financial Work Bureau is responsible for coordinating and urging industry authorities and relevant enterprises and institutions to actively and actively participate in the construction of citizen card projects, and expand the field of citizen card applications. The People’s Bank of China performs its leading duties, is responsible for the design, coordination, guidance and promotion of citizen cards, and is responsible for the supervision and management of the citizen card business together with the Banking Regulatory Commission, and organizes the formulation of relevant business management measures. UnionPay is responsible for improving the citizen card acceptance environment. The Citizen Card Service Center is responsible for the publicity and promotion of the Citizen Card. The issuing bank is responsible for the issuance of citizen cards, manages the deposit funds of cardholders as required, promotes POS devices, and expands the field and scope of citizen card applications. The industry application unit is responsible for the promotion and application of the citizen card in the industry (enterprise), and cooperates with the issuing bank and UnionPay to transform the acceptance terminal.
(4) Gradually expand with points and areas. According to the actual needs, based on the principle of easy first and then difficult, from small to large, the Meizhou Citizen Card starts from the small fast payment field that the market urgently needs to solve. The first step is to incorporate industries such as buses, hospitals, and supermarkets into the citizen card system. (5) Publicity and promotion to create an atmosphere. 3. Project prospect planning
In accordance with the principle of “coexistence transition and gradual replacement”, the relevant cards used by citizens in daily life are gradually integrated, and one card has multiple functions and one card has multiple functions.
