The Finnish city of Oulu and ToP Tunniste, an RFID system integrator, have collaborated to test a parking system in the streets and garages of Oulu city center-paying for parking through NFC mobile phones. ToP Tunniste provides a SmartParking solution, which is part of the ToP Tunniste SmartTouch series, said Pauli Tossavainen, the company’s management director.
The pilot project was launched on September 3 in downtown Oulu. A total of 50 car owners participated. Each participant was equipped with a SmartParking mobile phone and a SmartTouch parking tag with NXP’s Mifare Ultralite 13.56 MHz chip. The tags comply with ISO 14443-A standards. . Participants attached SmartTouch tags to the windshield of the car. The mobile phone uses the Nokia 6131 module, which contains a Near Field Read Through (NFC) RFID module. Oulu has installed approximately 400 RFID tags on street lamp posts, parking meters and garage doors in areas near the city center.

When the vehicle is parked in the parking space next to the street, the driver touches the RFID mobile phone to the RFID tag on the windshield. The NFC module in the mobile phone receives the unique ID number of the tag, and sends the vehicle and location number to the GPRS connection provided by TeliaSonera. On the SmartTouch server hosted by ToP Tunniste, Tossavainen said.
When the vehicle is parked in the garage, the driver touches the garage door with the mobile phone. The reader reads the ID number of the mobile phone, opens the garage door and starts recording the parking time. When you leave the garage, you also touch the exit gate with your phone to record the end time of parking.
The system records the time spent by the vehicle. Every hour, the mobile phone sends a reminder message to the user, so as to ensure that the vehicle will not forget to register and exit when the vehicle leaves. When leaving, the driver only needs to tap the phone on the windshield label, and the phone will display the parking time and the amount to be deducted from the designated account.
This pilot project also used two parking executives. The executives carried NFC mobile phones on patrols in the city center. They touched the mobile phone to the windshield of the vehicle to confirm whether the charge was normal. Users can also log in to a ToP managed website to view their parking records.
Use NFC mobile phone to pay for parking
Usually, drivers have to pay for parking with cash or credit card, says Janne Mustonen, Oulu City Environmental Innovation Project Manager. Using NFC to pay can avoid carrying coins, cash or credit cards, saving payment time, and the parking fee is the same.
Technical research company VTT is now collecting and analyzing participant feedback. “Participants said they found this payment method easy to use and very practical.
