Use the meal card to consume when eating in the cafeteria, use the library card to register with the library, go to the computer classroom to use the Internet card to check out, and then take out the student card when accepting the management of the student status… This is a true portrayal of many college students’ campus life, Zhejiang Normal University University students are no exception. Numerous cards not only bring inconvenience to the students’ campus traffic, but also make the school administrators who are administrators feel cumbersome and troublesome.

Faced with this situation, Zhejiang Normal University is determined to change. Recently, they issued a bidding announcement to establish a card platform system integrating consumption, identification and information services on campus, so that students can truly “one card in hand, travel all over the campus.”

The solution is out

It is understood that Zhejiang Normal University has been brewing for a long time to solve the problem that various cards cannot communicate with each other and cause inconvenience to teachers and students. In the solution, “let the campus card out of the canteen, enter the various fields of campus consumption such as supermarkets, bathing, and computers, and achieve comprehensive card tokens” has become an important construction goal.

In addition, Zhejiang Normal University has established its own independent management systems for educational affairs, student status, scientific research, personnel, assets, graduate students, libraries, and finance. How to effectively connect these systems with the consumer system is also an urgent problem to be solved. .

As a result, the all-in-one card platform construction program came into being. Once a new campus all-in-one card platform is established that uses cards as a medium to cover areas such as identity recognition, financial services, and information services, the former “multiple cards in hand and difficult to manage” status quo will be completely changed.

After preliminary investigation and demand analysis, the bidding documents for the one-card platform procurement were officially released. The relevant staff of Zhejiang Normal University Purchasing Center responsible for the procurement introduced that the construction of a campus card platform is also an inseparable content of the construction of Zhejiang Normal University’s digital campus.

Powerful and rich content

During the interview, the reporter learned that the one-card platform not only integrates the functions of many cards, but more importantly, it also has a powerful database function that can conduct scientific analysis and mining of some historical data. The relevant staff of Zhejiang Normal University’s Purchasing Center told reporters that by analyzing the data provided by the platform, the school can intuitively understand the consumption status of students, so as to find the standards for poor students, and can effectively control various consumer prices on campus.

It has many functions. Needless to say, the technical requirements for the construction of a one-card platform are relatively high. For the procurement center of Zhejiang Normal University, the procurement task is naturally heavier. The staff member told reporters that there are 28 types of equipment to be purchased for platform construction alone, with a total of nearly 1,000 units, and a total of 24 types of software to be purchased. “This is only the minimum requirement. If the bidder believes that the necessary equipment or software should be added based on the actual situation, it can explain the reason and list the corresponding quantity and price.” The staff member said: “This is all for better completion. The need for the construction of the all-in-one card platform can also test the technical level and sense of responsibility of the bidders.”

At the same time, the staff member also particularly emphasized that the software platform provided by the supplier must be compatible with more than three all-in-one card devices, and two brands need to be demonstrated on site. He told reporters that such a request is to avoid losing competition for later maintenance purchases.

Strict requirements for post-qualification review

At present, the teachers and students of Zhejiang Normal University are still on winter vacation, but the consultation work of the supplier on the project has not been interrupted. The Purchasing Center of Zhejiang Normal University arranges staff to stay on duty every day to answer calls and answer questions.

However, due to the shortage of staff during the vacation, the all-in-one card platform construction project did not conduct qualification review at the same time as the bidding documents were sold, but started the post-qualification review process.

Suppliers who are interested in the project only need to make a phone call to report their relevant qualifications, and if the staff thinks they are qualified, they can send a bidding document for them.

However, the relevant staff of the Procurement Center of Zhejiang Normal University said that this does not mean that the construction of the all-in-one card platform will reduce the strictness of the supplier qualification review. “After the bid is opened, once any fraudster or unqualified person is found, it will be treated as an invalid bid. Suppliers should fully understand this and be responsible for their actions, so as to reduce their own unnecessary losses.” He said.
