Project Introduction:
On March 10, 2009, the official launch of the “Taxi Remote Intelligent Identification System” (copyright: 2008SR36117) of the Changchun Taxi Management Office marked a new level of technological supervision of the taxi industry in Changchun. The inspection equipment can conduct verbal alarm assistance inspections at a speed of 100-200 vehicles per hour at a distance of 80 meters to 120 meters. The system is non-replicable, and the data information is more comprehensive, which can realize long-distance, dynamic, and non-stop recognition and inspection. On the one hand, it can more accurately identify illegal operating vehicles such as unlicensed, decked, scrapped, and off-site operating vehicles, as well as vehicles operating in arrears and illegal vehicles; on the other hand, the mobile intelligent identification system will fully record vehicles, owners and hires Drivers and other information help promote the standardization of management and the accuracy of reporting and verification. This system is also the only successful case in China that has integrated radio frequency identification technology and video identification technology in the supervision system of the taxi industry.
Design:
The project construction is supported by a networked intelligent inspection and supervision platform, using taxi dual-frequency composite electronic tags and automatic identification and information transmission devices to achieve auxiliary inspections of “black taxis” and “problem taxis”. The information management platform constructed this time must be forward-looking and expandable to meet the needs of the continuous development of urban taxi management business; provide true, reliable and timely project management information for the taxi management department. Combining the actual situation of Changchun urban taxi management and the requirements of system platform construction, the following construction goals and construction contents are determined.
1.2.1 System construction goals
Through the innovative application of RFID technology, video assist technology, GPRS technology, Internet technology and database technology, a set of “Changchun City Taxi Mobile Intelligent Identification System” based on RFID (Radio Frequency Identification) technology is established. The hardware part of the system is mainly composed of dual Frequency composite electronic tags, handheld devices, on-board equipment and fixed equipment; the platform part of the system is mainly composed of the taxi intelligent operation certificate management subsystem, the intelligent inspection and supervision subsystem, the taxi external inspection subsystem, and the inspection information distribution and interaction subsystem It is composed of five parts of the intelligent decision support subsystem.
The taxi management department is the main functional organization for the management and implementation of this project. Combined with the Changchun City Taxi Management Regulations, the following goals are achieved:
(1) Establish the Changchun Taxi Supervisory Inspection Management Data Center;
Combining with the existing data system architecture model of the taxi management department, establish a logical structure data center including authorization, initialization, issuance, modification, audit and other processes.
(2) Establish a project business collaboration system;
Further strengthen the data sharing mechanism between our taxi management department and other departments, and make basic preparations for business collaboration and data sharing for the transformation and upgrading of the old system and the construction of new systems of our taxi management department.
(3) Build the hardware facilities of the inspection system;
Through radio frequency identification technology, GPRS technology and video-assisted technology, complete the installation and commissioning of vehicle-mounted, fixed and hand-held inspection hardware systems.
(4) Establish a data interface management mechanism;
It reserves corresponding interfaces for the data analysis and decision-making of the taxi management of the Changchun Urban Taxi Management Office (hereinafter referred to as the Passenger Management Office), as well as the construction of intelligent transportation in Changchun. At the level of each management department, realize the principle of information sharing authorized by the Transportation Bureau.
(5) To further form and improve the standard system framework of operation supervision information;
Improve mechanism construction and form a complete set of systems for the sustainable development of information systems for operation supervision, including the design of guarantee mechanisms for data collection, update, maintenance, and application.
