On October 28, 2014, Gemalto (GTO), the global leader in digital security, provided RDW with its Sealys electronic driver’s license system. RDW is the public body in the Netherlands responsible for the issuance of driver’s licenses and the registration of motor vehicles. The Gemalto driver’s license system combines visual, physical and electronic security features to prevent fraud and counterfeiting. In addition, the system’s contactless microprocessor securely stores all personal data printed on its tamper-resistant carbon fiber body. This enables Dutch police to take advantage of authorized near field communications (NFC) mobile card reader to verify the authenticity of the document.

The driver’s license is the size of a credit card and meets all the requirements of the European Union’s latest plan to create a modern, unified driver’s license across member states. RDW evaluated Gemalto and several other companies’ security design solutions; Gemalto’s solution stood out as the best solution for its combination of innovative design and unique multi-dimensional features:

– Transparent window design embedded in the pure carbon fiber structure for direct and rapid visual inspection

– The new Sealys Security Surface feature enables tactile relief and visual effects on certain areas of the document

– Sealys edge sealing provides additional protection by laser marking the edge of the card

“Ensuring that drivers are only allowed on the road when they have a license is a key part of any road safety program; and a driver’s license is also the official identity card of a citizen.” Andre Uledricks, RDW Driver Licensing Manager ( Andre Uuldriks) said, “We are very satisfied with the combination of various security features, which is unique, combined with the advanced document design. We plan to introduce this new electronic driver’s license by the end of the year.”

“Incorporating a microprocessor in the document strengthens the public’s trust in the integrity of the document. In addition, this allows us to perform a series of electronic verifications to check the authenticity of the document and the identity of the driver,” Gemalto Government Project Executive Vice-President Frederic Trojani said. “We have large-scale deployments of safe driving licences in France, India, Ireland, Mexico, Morocco and the UK, and the Netherlands will benefit from this. The new card will also create a time-tested platform for connecting future e-government services .”
