reason

◆One million transshipment containers are imported and exported (five centers) every year. When the containers are loaded and unloaded, they must be transported out of the port police inspection and registration station, and transported to other container centers through the taxation area.

◆Smugglers often use this port feature to engage in subcontracting and smuggling during transportation. In the past 10 years, the customs has seized an average of about 9 major smuggled transshipment containers each year, and smuggling is quite rampant.

◆The customs has to adopt manual escort measures. About 50,000 re-export containers are escorted each year, and the shipping company has to pay considerable escort fees each year.

Application system combination

◆Combined with “image recognition system” to automatically recognize container and trailer numbers

◆Integrate “person and vehicle data reading system” to automatically identify the driver’s ID card number

Challenges of applied technology

◆Passive UHF RFID system planning needs to overcome the effective reading distance of up to 7 meters.
◆When the vehicle is constantly waiting and passing the inspection station at a speed of 60 km/h, it needs to achieve a high reading rate of more than 95% within 200ms.
◆The challenge of reading all types of container locks with inconsistent metal background conditions and variations in seal positions.
◆The existing RFID hardware must be able to support the system to operate 24 hours a day throughout the year under the severe conditions of outdoor high temperature, high salinity, humidity and multiple typhoons in Kaohsiung Port.
◆The system must achieve high reliability and be integrated with the existing Kaohsiung Port Authority’s real-time image recognition system.

Benefit Analysis

◆Improve the efficiency of smart customs clearance and reduce the operating cost of airlines (shorten the time of customs clearance at least 6000 hours per year).
◆Enhance national competitiveness, complete the world’s first successful case, and create an output value of 2.5 billion Taiwan dollars (approximately 500 million yuan).
◆Integrate traditional industries such as RFID and machinery across fields to establish innovative applications and development.
◆ Significantly increase the difficulty of smuggling by criminals, and safeguard the rights and interests of the people and social laws and regulations.
