After full demonstration, Huanggang Bureau proposed the idea of using high-tech means to establish an “electronic gate” for inspection and quarantine. Since 2005, the bureau has been conducting research, demonstration, and design for this project. Due to objective conditions at the port and various other reasons, the project has not been launched. In September 2007, Huanggang Bureau and Shenzhen Institute of Inspection and Quarantine conducted a large number of investigations, successively investigated more than 20 companies that master wireless technology, and conducted repeated tests and comparisons. It was finally decided to adopt today’s advanced active RFID technology to establish a wireless, independent “electronic gate” that does not depend on other units at the port through multiple base stations, dual frequency bands, and multiple channels.
In order to ensure the reading rate, Huanggang Bureau conducted detailed demonstrations on the number of base stations installed, the reading distance, the development of base station software and on-board electronic card software, the development of base station monitoring software, and the development of on-board electronic cards.
In order to prevent missed reading, Huanggang Bureau set up multiple base stations to ensure the reading rate. A total of 12 base stations have been set up in the entry and exit cargo inspection and small (passenger) vehicle passages. In order to ensure effective reading under complex conditions, Huanggang Bureau selects two working frequency bands for the wireless base station and the on-board electronic card for networking. The scene environment at Huanggang Port is very complicated. Huanggang Bureau targets the crossing of entry and exit passenger trucks, mixed reading of entry and exit, misjudgment of base stations, vehicle staying overnight, and hundreds of vehicles continuously transmitting signals at the same base station during traffic jams, etc. Various complex situations were analyzed one by one, and the base station software, on-board electronic card software and gate algorithm software were developed throughout the entire process. After more than two months, the related software problems were solved.
In order to prevent base station failures from affecting the reading rate, Huanggang Bureau organized the development of base station monitoring software, which can automatically monitor the operating status of the base station, try to automatically repair and send SMS alarms when there is a problem with the base station, so that the staff can be the first time Rush to the scene to repair the fault to ensure the normal operation of the base station.
In order to ensure the performance of the on-board electronic card, Huanggang Bureau has determined the tolerance of the electronic card under various harsh conditions such as high temperature, rainstorm, typhoon, the durability of the battery, the frequency of the signal emitted by the electronic card, and the type, quantity, and duration of the indicator light. Specific requirements have been made on the lighting time and the type of voice prompts to ensure that vehicles imported into the port supervision zone are automatically guided to go through relevant inspection and quarantine procedures.
