A Hong Kong construction group, established in 1948, occupies a very important position in Hong Kong’s construction industry. The group undertakes a wide variety of construction projects, and currently has a number of projects under construction in Hong Kong, including Mong Kok, Sheung Shui, Kwun Tong, Lantau Island, Yuen Long, Tin Shui Wai, Tseung Kwan O, Sha Tin, Siu Sai Wan, etc. In order to be able to undertake projects for different buildings, the group has more than 10,000 construction site employees. These employees are highly mobile, often change their work locations, and frequently change their work shifts. Therefore, the group needs to invest a lot of manpower and time to collect and calculate the attendance data and salary calculation of the staff on different construction sites. In addition, the construction site also involves issues such as security, illegal labor, and commercial secrets of the customer’s building structure. Therefore, the group urgently needs a smart access control and attendance management system with high flexibility and strong safety performance to solve this management problem.

 Case requirements

According to the customer’s actual use environment, the system must meet the customer’s following specific requirements.

1. The mobility of workers is very high, and they often change their shifts and types of work. The system must be able to immediately respond to changes in the work of employees and supervise their attendance.
2. The card reader must be installed at the entrance and exit of each site to control the entrance and exit. However, the general construction site may not have the Internet access conditions, and the system solution must solve the data transmission problem of these construction sites, so as to facilitate the construction company to use the data to calculate the salary for the employees.
3. Each construction site is managed by a different project manager, and the system must meet different needs at the same time. For example, some construction sites require the use of biometric control systems such as fingerprints, face images or iris recognition devices. However, due to the harsh construction site environment, the system equipment must overcome the influence of weather, light, dust and other harsh factors caused by outdoor installation.
4. The system must have an anti-sneak-back function to prevent someone from entering the construction site with another’s smart card.
5. In order to prevent illegal workers and foreigners from entering the construction site, and workers often have to change their work locations and work shifts, it is one of the important requirements of the system to identify workers and confirm their working rights.
6. Since each site project manager is fully responsible for the site, including the dismissal of workers and other matters, and each project manager has different requirements for its site management system, the data collected on each site must be reported every day head office.

 System design points

1. The guard office of each construction site is equipped with a time guard card reader with attendance function. The system uses (ISO 14443 Type A) contactless smart card, which avoids the risk of data loss due to chip damage when using a contact smart card or damage to the tape when using a magnetic card. The time guard card reader (attendance system) can store more than 10,000 card reading records, which is enough to cope with the daily data volume. The card reader is equipped with a liquid crystal display, which can display the time of card swiping. The computer display at the guard office can read the card information within 0.1 seconds and display cardholder information at the same time to ensure that the identity of each cardholder is accurate.
2. At the entrances and exits of some important engineering sites, roller gates and palm-type identification access control systems were installed at the same time according to management needs. Roller gates can regulate the orderly entry of workers into the work area, and the palm-type recognition access control system greatly improves the security and confidentiality of the system. Due to the harsh environment of the construction site, such as fingerprint machines and face spectrum recognition devices, their recognition rate will be greatly reduced due to the relationship between dust and light, and the fingerprints of workers on the construction site may sometimes be difficult to recognize due to work, such as iris recognition The cost is too expensive. After comprehensive consideration, the use of palm recognition is the best solution. The palm shape recognition instrument of this scheme adopts advanced Image-edge detection technology with high accuracy. The entire system mainly uses smart cards and palm-type devices to identify the entry authority of the workers on the site. If the workers forget to bring the smart card, they can enter the work area through palm-type recognition. There is a big difference in the reading time between smart card and palm reader. Smart card reading takes only 0.1 second, while palm recognition usually takes more than 1 second. In terms of data storage, smart card takes up more storage capacity. .
3. In order to facilitate customers to manage data and verify the identity of the cardholder, the computer at the guard office is equipped with data receiving and displaying software. The system can display the cardholder’s photo and related information on the computer screen while receiving the data. An infrared camera is installed at the guard at the same time. When the cardholder swipes the card to enter, the system will display the cardholder on the computer. The system can match and compare the real-time photos with the photos in the database to ensure that the identity of the entrant is correct.
4. The data transfer between the construction site guard office and the construction site office adopts USB mobile hard disks.
5. In order to make it more convenient for customers to maintain information on site employees, a data synchronization program is specially written for customers. When the employee database is modified in the head office or engineering site, all data can be synchronized and modified in a short time, so that customers can easily update, add or delete any employee’s information through the operating software.
6. The head office needs to collect more than 40,000 information records transmitted from various engineering site offices every day. In order to smoothly receive huge data files and ensure the response speed of the system, it also provides customers with effective data management tools.
7. All collected attendance information data can be converted into a format usable by the customer’s personnel management system (such as SAP or Oracle, etc.) as an important basis for employees to calculate salary.

During the implementation of this project, several points are the key to the successful implementation of the project. The first is the issue of data synchronization. Due to the characteristics of the customer’s industry, its employees’ understanding of IT knowledge is very limited, and there are no full-time IT support personnel within the company. Therefore, at the beginning of the project, a series of necessary trainings will be started for the customer’s employees, including Design special intelligent data processing software to ensure that customers reduce the chance of errors when processing data. Secondly, due to the high mobility of the client’s work site and frequent change of locations, the entire system must be portable and movable.
