  1 Project background

The entire Hefei Government Affairs Center has a construction area of ​​nearly 200,000 square meters and is a circular building group divided into 3 functional areas. Area A is the main office area. The two single-structure main buildings are both 32 floors. They are the office areas of the Municipal Party Committee, the Municipal People’s Congress, the Municipal Government, the CPPCC and most ministries, commissions, offices and bureaus. The 31 and 32 floors are On the sightseeing floor, two exhibition halls of urban development history and international friendship cities are set up, which are open to citizens with restrictions. Area B is a comprehensive functional area, which is mainly part of government agencies, administrative service centers, archives, informatization computer rooms and catering reception centers, as well as business service facilities, including banks, supermarkets, postal services, medical services, etc. Area C is the conference center and auditorium. There are 22 meeting, conference, and exhibition halls, including 4 meeting halls, 3 meeting rooms with more than 250 people, 13 meeting rooms with more than 50 people, comprehensive exhibition halls, multi-function halls, etc.; the auditorium has 550 people and the 1000-person hall each 1 piece. After the building is fully put into use, nearly 3,000 people will work in it, and it is the main office space of Hefei’s municipal administration system. To this end, the construction party proposed that the system construction should follow the overall principles of “safety and practicality, economical and reasonable, and moderately advanced”.

The all-in-one card system is an important part of the intelligent system of the Hefei Government Affairs Center, and it is also one of the technical measures for the security of the Government Affairs Center. It also provides the necessary modern methods for the management of the government complex.

  2 System requirements

The core of the Hefei Government Affairs Center Card System is a large-scale access control system with 1,530 control points, which covers the offices, meeting rooms, meeting rooms, multifunctional halls and auditoriums of the entire government affairs center. The user’s requirements for the access control system can be divided into management requirements and security requirements.

From a management point of view, as the centralized office of the Hefei Municipal Government, the government affairs center needs to use IC cards to identify the identity of each person according to the job needs of each person, so as to facilitate entry and exit of their respective office areas and offices. At the same time, there are many public facilities in the building, such as conference rooms, meeting rooms, etc., which need to use the access control system to set and identify the authority of personnel at any time to facilitate the use of personnel. At the same time, reasonable restrictions on the movement of people are adopted to provide a quiet and safe office environment.

From a security perspective, the access control system directly controls the illegal entry of personnel, and records the entry and exit of each controlled area, the time and the status of the door in real time. When there is a problem, you can check the historical records and analyze the incoming and outgoing personnel. At the same time, the access control system must provide linkage with the security system and fire protection system to further improve the center’s security prevention capabilities and the convenience of emergency escape.

From the perspective of intelligent system management, the intelligent integrated management system (IBMS) needs to monitor the door status in real time through the access control system to provide the need for centralized management.

In addition to the access control system of the Hefei Government Affairs Center, the all-in-one card system, based on the all-in-one card management software, uses the hardware of the access control system to provide convenient personnel and meeting management tools. At the same time, the use of the all-in-one card consumption management system can provide staff with convenient small consumption such as catering and shopping.

 3 Technical solutions and features

3.1 System function

(1) The All-in-One Card System of Hefei Government Affairs Center requires a single IC card to realize comprehensive management functions such as access control, attendance, conference sign-in and consumption, and a data center realizes centralized management of all data. On the basis of centralized management, sub-control centers are set up according to functional needs to realize card issuance, access control and consumption management respectively.
(2) Each application system such as access control, attendance, conference sign-in and consumption uses the same database, and the data is unified and independent of each other.
(3) Use OPC standard interface to realize integration with IBMS.
(4) The access control system and the fire protection system adopt hard linkage, and receive the normally closed dry contact alarm signal of the fire protection system. In the event of an accident, all the doors of the access control controller will automatically open to facilitate the evacuation of personnel in time.
(5) The access control system and the security system adopt soft linkage, and provide alarm information to the security system through OPC communication.

3.2 System composition

According to the needs of users, especially the characteristics of large-scale professional access control systems, we are based on the “C3 system” based on TCP/IP independently developed by the company, and adopt the “platform + application (1+N)” architecture, that is to say, ” Based on the business data platform of “C3 System”, it integrates various applications such as access control, attendance, consumption, conference sign-in, query, and public services, which can facilitate connection and expansion with third-party applications to form a complete smart building all-in-one card system. The system structure is shown in Figure 1.

3.2.1 C3 all-in-one card database platform

Hefei Government Affairs Center adopts the C3 all-in-one card database platform. All business data of the All-in-One Card system are stored in the same database, which has very high performance requirements for the database. A high-performance and high-reliability database must be used to ensure the security of the system data.

Here, the database adopts SQL Server 2000 and is managed according to the principle of “centralized management and decentralized control”. The database server is located in the central computer room and is responsible for providing identity authentication, database services, accounting management, application integration platforms, and customer business unified clearing services; it is responsible for the centralized processing and control of various front-end and back-end services in the computer network system, and manages all Important data; provide query data source services. At the same time, a complete database mirroring and backup mechanism has been established.
A complete security backup management system has been formulated for database security, and online data backup functions are provided.

3.2.2 C3 Card Service Management System

The card management system mainly completes card management such as card issuance, loss reporting, loss reporting, unlinking, recycling, and card recharging.

The card management system mainly includes the following functions:
(1) Card issuance management: It mainly includes daily card management such as card issuance, loss report, loss report, unhanging and recycling. At the same time, the system supports batch issuance of cards.
(2) Card recharge management: The system supports multiple recharge methods, such as automatic recharge, group recharge, transfer recharge and cash recharge.
(3) Card account cancellation management: it supports collective account cancellation and is also suitable for individual card account cancellation operations.
(4) Other special management: such as card repair management, etc.

This system makes full use of the characteristics of the Mifare I card, and once the card is issued, applications such as access control, attendance, conference sign-in, consumption and other applications and applications that may be expanded in the future are directly planned in the card.
