The newly established Hong Kong Science and Technology Park is a first-class venue for global leading companies to conduct product development, testing, and production activities. The park provides the support services and infrastructure needed to promote cooperation between industries and research institutes/research institutions, raising Hong Kong’s status as a major innovation and technology center.

The Hong Kong Science and Technology Park selected CEM Systems as the main access control system supplier for the 22-hectare park. The CEM AC2000 Standard Edition system controls and monitors the activities of people in the safety-sensitive areas of the park and various facilities. Access control solution

The system is currently connected to the personnel system, BMS, CCTV and flood monitoring system of the Hong Kong Science and Technology Park, and plans to connect more other systems in the future.

Construction of the first phase of the park started in 2001. There are 9 buildings with a total floor area of ​​120,000 square meters. There is also a parking lot for employees. Each building is connected to the main access control system, but it can also operate independently. Thanks to AC2000 SE, each part can control access restriction and data exchange by using a local database computer, while still being part of the entire system. This modular design enables the park to expand the system by directly adding other LDCs at any time.

S9020 controllers distributed everywhere are connected to the LDC. The controller is an embedded intelligent network device, which is directly connected to the LAN or WAN, and supports two card readers for multi-point networks. This simple plug-and-play function combined with a single onboard database provides additional flexibility, making the S9020 controller fully suitable for multi-building access control systems. The maintenance cost of these controllers is very low, and it is very economical for the installer and the end user.

Combine all-round advantages of alarm monitoring function


Each building in the first phase contains an average of 100 card access points, including elevator card readers used to control the movement of employees between different floors. The total number of card readers in the first phase buildings is less than 1,000. The Hong Kong Science and Technology Park decided to adopt a multi-functional smart card system. Using the S600 smart card reader, CEM integrates the Legic smart card reader with the numeric keypad, so each cardholder’s card is a dual-purpose card.

“The outstanding performance of the CEM S600 card reader is that it can operate even if the communication between the card reader and the controller is interrupted,” Fulton said. The system can operate normally before the communication of the device is restored.”

The security department of the Hong Kong Science and Technology Park uses a new CEM input and output controller to make full use of the alarm monitoring function of the AC2000 SE. Through the CEM system to monitor various alarm points, such as access control, elevators, motion detectors and flood detectors. The IOC used in each building to protect corresponding locations and monitor alarm events ultimately provides an irreplaceable alarm monitoring system.

Safety is extremely important to the science park, and HKSP has the responsibility to show this safety to the senior tenants in the park. The Science and Technology Park requires guards to patrol the entire park and respond to alarm events in a timely manner. Therefore, the guard route module in AC2000 SE makes it an ideal management solution. Using this module, each facility can specify a list of card readers that guards must check in a specific order and swipe the card within a specified time. If the guard does not swipe the card within the specified time, an alert message will be sent to the security manager or supervisor.

Customized solutions

CEM has developed a number of custom software solutions specifically for the Hong Kong Science and Technology Park, including a development database connected to the IT infrastructure, allowing the access control card to be integrated with the client IT system. CEM has also developed a serial modbus protocol and networked BACnet IP to connect to the central building management system.
