In the first phase, it is planned to install radio frequency anti-theft equipment for 10,000 electric bicycles.

1. Project overview

In recent years, the number of electric bicycles in Ningbo has been increasing. In order to more effectively regulate the management of electric bicycles, strengthen the crackdown on crimes such as theft and robbery of electric bicycles, reduce the number of stolen vehicles, increase the crime detection rate, and improve the overall level of social security management. Now in Zhenhai District, Ningbo City, the installation of RFID smart equipment for electric bicycles is carried out. This system can effectively provide early warning of stolen vehicles, realize the purpose of vehicle theft prevention and help the public security organs solve the case in time.

2. Project purpose

In order to strengthen the anti-theft work of electric vehicles, regulate the traffic behavior of electric vehicles, and earnestly safeguard the legitimate rights and interests of electric vehicle owners, in accordance with the spirit of the “Notice on Severely Cracking Down on Illegal and Criminal Activities such as Bicycle Theft”, including the Central Comprehensive Management Office and the Ministry of Public Security, In cooperation with the Public Security Bureau of Zhenhai District, Ningbo City, our company has developed an information system that uses 2.4G active electronic tags to prevent theft of electric vehicles and quickly retrieve them after being stolen.

The system mainly meets the following goals:

Information management: Register the electric vehicles installed with the anti-theft system, and the relevant information can be conveniently recorded in the system database;

Quick response: the lost battery car can be located within 5 minutes after the victim of the electric car is stolen;

High cost performance: high performance, low power consumption, low cost solution, more than 4 years of use after one installation;

2.1 Management subject:

That is, various types of battery cars used by ordinary people every day. After 2.4G electronic tags are installed uniformly (the tag installation location is random), when driving within the jurisdiction, the RFID electronic tags will transmit wireless signals to the card readers at various key intersections at an interval of 800 milliseconds. The card reader transmits the received data to the public security center management platform through the public security private network. After the data is stored in the database, it can be retrieved when needed for inquiries or positioning.

2.2 Management method:

1 According to the phase plan, 100 fixed card readers will be installed in the main streets of an urban area in advance. The installation method is: use the existing monitoring probe pole to install the fixed card reader antenna; place the card reader in the weak current box and connect it through the network cable;

2 The data of the battery car passing through the main block is uploaded to the platform center in real time;

3 After the owner reports the case, according to the registration information of the battery car provided by the owner, quickly find the location where the last RFID data of the battery car is displayed, and then dispatch the police to the indicated area;

4 After arriving at the scene, the police officer uses a handheld card reader to search for the signal of the designated battery car in a smaller query range;

5 At the same time, use handheld devices to connect to the central platform in real time to obtain accurate location information, so as to find the target vehicle;

2.3 System function description

1 Central service platform—consisting of data reception, data classification and storage, real-time monitoring, and mobile client data exchange

1.3.1.1 Data reception

Function: Receive the electronic label data from the fixed receiver through the monitoring network, convert it into a standard format (text), and forward it to the central storage platform and central comparison platform.

Process: After the fixed receiver receives the electronic label data, it sends the data to the central receiving platform. After the central receiving platform receives the data, it preprocesses it, takes out the receiver’s address in the database according to the receiver’s address code and forwards the data Data (two directions: central storage platform and central comparison platform).

1.3.1.2 Data classification and storage

The received text is divided by type, and stored according to different types. At the same time, according to the received data (whether it is heartbeat or electronic tag data), write the last data upload time of the receiver (for statistics of the online status of the receiver: if there is no data within 60 seconds, the receiver is defined as offline). If you receive a Type A tag, check the low battery mark position. If it is low battery, record the tag number in the low battery library and mark it as low battery in the original data sheet record.

1.3.1.3 Real-time monitoring

Pre-judge the received data, if it is an electric vehicle label, then proceed to the next step, otherwise it will not be processed. Compare with the tag number in the stolen vehicle library. If there is a stolen alarm record, send an alarm notification message based on the client information that is logged in and connected.

1.3.1.4 Mobile client data exchange

Receive mobile client authentication login; synchronize the stolen car data with the stolen car data in the mobile client; receive real-time alarm information from the central monitoring platform.

1.3.2 Mobile Client—Using an Android phone or tablet to work with a mobile receiver.

1.3.2.1 Stolen alarm data synchronization

After the verification of the login center platform through the monitoring VPN network (2G/3G/4G) is passed (the center records the login time period), it will synchronize with the center stolen electric vehicle database and store the stolen vehicle data in the local database.

1.3.2.2 Data upload

Receive the data from the local receiver, compare it with the local stolen electric vehicle database in real time, and upload it to the central platform.

1.3.2.3 Real-time alarm

Online or offline comparison to obtain data and alarm data, if there is matching data, real-time alarm display on the terminal.

1.3.3 WEB web service (like IE browser access)

1.3.3.1 Battery car log entry

Operators at various battery car installation registration points can fill in the relevant vehicle and RFID tag information after logging in to the webpage, and then save the information in the platform registration information form.

1.3.3.2 Theft alarm entry

Enter the received alarm information about the theft or loss of the battery car into the system.

1.3.3.3 Information query;

Personnel with relevant authority, after logging in and opening the query page, can query vehicle information, RFID information or stolen vehicle report information as keywords.

1.3.3.4 Information statistics;

Personnel with relevant authority, after logging in and opening the query page, can perform statistical inquiries on a certain time range or street range and obtain relevant statistical reports.

1.3.3.5 Real-time alarm monitoring;

After landing on the page, the last location of the stolen vehicle can be displayed in real time, which is convenient for relevant personnel to dispatch and direct on-site personnel to take corresponding actions. After the on-site personnel arrived at the indicated location, they used the handheld card reader to accurately search for the stolen battery car in a small area.
