UPM Raflatac is supplying passive UHF RFID tags to the Finnish Highway Administration’s vehicle identification project. The project will be implemented on Hailuoto Island in the North Baltic Sea in Finland. It is mainly used for vehicle identification during car ferries.

The goal of the project is to ensure a smooth transition for all tourists, but the focus is on commercial vehicles and local residents. Before the implementation of this project, due to the unreasonable use of priority channels, the transition of the above two types of personnel was often hindered.

Drivers in the Hailuoto area who are now eligible to use the fast lane during the ferry transition will get a concession pass with an RFID tag built-in. After their vehicle enters the ferry, as long as the RFID concession pass is leaned against the window, the system will automatically identify whether it is a concession vehicle, and then determine whether to let it go. The reader can recognize the RFID license pass not only through the car window, but also at a distance of several meters. In this way, the vehicle management of the ferry has been significantly improved.

The Hailuoto island’s vehicle ferry automatic management system uses a standard passive Gen 2 UHF system, and the DogBone tag comes from UPM Raflatac. The reader is connected to the server program via a mobile network (GPRS), so that managers can search and monitor the ferry traffic order through the website in real time and remotely. This complete RFID solution was successfully developed by Vilant Systems.

Thanks to the encapsulation of the concession pass, this RFID solution used all the year round must withstand the harsh climate of the Hailuoto island environment, such as rain and frost. The main reason for UPM Raflatac’s DogBone chip to win the bid is its reliable performance and large reading distance.

Jari Ovaskainen, Director of the RFID Business Development Department of UPM Raflatac, said: “UHF RFID technology provides an automatic, reliable and durable tool for personnel and vehicle tracking. This project uses cost-effective passive RFID tags for vehicle identification on island ferries. The successful implementation provides a good example for the promotion and use of RFID on a larger scale. “The implementation of the RFID project of the Finnish Highway Administration began in June 2008.
