Pilot plan planning

The conclusion of the 2005 Industrial Technology Strategy Conference (SRB) of the Executive Yuan: Promote the application and development of RFID in the public domain; “Healthy Taiwan-Promising a healthy and safe life for all people” is the vision of the Department of Health (Hou Shengmao, 2005), and after the 21st century The global medical care system began to emphasize the promotion of patient safety and the improvement of medical quality. Therefore, in order to improve the quality of medical services in hospitals and strengthen the management and control of patient safety, it has become a trend to use RFID to integrate medical information systems in the medical industry.

In the development and research of the industry, RFID is currently best at automatic identification, classification and classification, tracking and tracing, statistical analysis, anti-counterfeiting and anti-theft, access control, automatic control, joint ticketing, etc. Therefore, in recent years, Radio Frequency Identification ( RFID) is commonly used in hospital management. For example, it can be used in hospital supply chain systems to effectively improve the efficiency of hospitals; RFID can be used to control patients, and it can also be combined with Healthcare Information System (HIS) to quickly Check the basic and medical record data of the patient in order to manage and control the patient; the hospital management staff can also know the location of the medical staff at any time through the RFID system to deal with emergency situations. After Taiwan experienced the impact of acute respiratory syndrome (SARS) infection in 2003, it has become urgent to develop a set of patients with high-risk infection sources that can be strictly controlled.

Taichung Hospital of the Department of Health, with the assistance of the RFID Public Domain Promotion Office of the Ministry of Economic Affairs, the Technology Development Group of the Department of Health, and the Hospital Management Committee of the Department of Health, plans to introduce integrated RFID automatic tracking operations and apply RFID technology to the medication safety of inpatients and patients in tuberculosis wards. manage. For inpatient medication and care procedures and tuberculosis patients’ management and control, RFID technology is used for strict control, auditing and management. In order to effectively utilize this gradually mature technology, Taichung Hospital of the Department of Health is preparing to introduce integrated RFID automatic tracking operations, combining the use of RFID technology in the daily operations of the hospital with the shared medical information system of the hospital, so that the medical process can be transparent. It has become more complete through automated management and control, and it can be extended to hospitals across the country to benefit the general public in the future.

Taichung Hospital will first introduce patient medication safety and care plans, focusing on inpatient care procedures, mobile valuable medical equipment, and strengthening access control for tuberculosis patients, using RFID technology for strict control, auditing and management. The follow-up will continue to be integrated into other medical care; for example: strengthening the tracking and monitoring of the elderly with dementia, auxiliary management of drug dispensing, and management of controlled drug administration procedures. It is expected to effectively reduce medical negligence and quickly track the use and flow of special controlled drugs, avoid major disputes and loss of life and property caused by human negligence, quickly track the infectious agents that cause blood transfusion diseases, and avoid the spread of infectious diseases.

Work items of RFID application plan

The work items expected to be completed in this plan include:

(1) Modify the software function of the medicine packing machine to have the function of printing the barcode of a single-dose medicine bag. At the same time, cooperate with the RFID technology to integrate the unit Dose medicine bag with the RFID and code modification function to cooperate with the pharmacist and nursing care. The staff checks and automatically recognizes the use during drug delivery, as shown in Figure 1.

Figure 1 (right), is a medicine automatic meal bag (UNIT DOSE) medicine charter machine

(2) Complete the installation and setup of the RFID system and software design, including the integration of RFID tags, readers, and signed hospital shared medical information system (HIS) interface software.

(3) Complete the design of the drug management system, including the establishment of the drug database, the automatic drug inventory system, the tracking and control system for special and controlled drugs and blood products, to facilitate the inventory of the pharmacy, the verification of the drugs before the drug administration, and the control of the products by the nursing staff Control and other operations.

(4) Modify the hospitalization management system and import RFID related operations.

(5) Modify the inpatient order transmission system to automatically remind the medical staff to pay attention to whether the doctor order before the medication has been changed.

(6) Complete the integration of the mobile medical order system, connecting the mobile computing devices (PDA, mobile phone, tablet computer) and HIS system of medical staff.

(7) Complete the design of nursing station management system, including mobile nursing vehicle, as shown in Figure 2 (RFID reader, wireless network software and hardware), wireless network transmission system, HIS interface software, etc., which can assist nursing staff in using patient RFID (Or Bar Code) The RFID Reader (or Bar Code) on the hand ring and the mobile nursing car will cooperate with the RFID Tag (or Bar Code) on the Unit Dose to automatically check the medication and check the doctor’s order for changes and correctness during medication. The appearance of medicines, medication instructions and checking functions of the medicines can effectively improve the medication safety of inpatients.

Figure 2. Nursing staff use the RFID Reader (or Bar Code) on the patient’s hand ring and the mobile nursing car, and cooperate with the RFID Tag (or Bar Code) on the Unit Dose to automatically check the medication and check for changes in the doctor’s order during drug delivery. Circumstances, improve medication safety.

Expected benefit

In addition to using ready-made barcodes, this plan will introduce RFID technology into the hospital information system, and use RFID to cooperate with the hospital information system to strengthen patient safety and improve the quality of medical services. It is expected to improve the safety of hospital medication and assist nursing staff in the management of the operation process. Loss of life caused by human negligence.

With advanced network communication and information technology, combined with RFID, UD drug bag barcode reading device and integrated with the nursing system “Mobile Nursing Cart”, an automated management system is constructed. Carry out patient identification, drug delivery check and doctor’s order change, etc., to improve patient safety and medical care quality. At the same time, use the non-contact feature of RFID to effectively manage the activities of patients with multiple drug resistance and open-ended tuberculosis compulsory treatment in the ward area to prevent This patient leaves the control area, which can be effectively managed to avoid the occurrence of infection and infection control events. Achieve (1) save labor costs, (2) rapid patient monitoring and warning, (3) reduce medical costs and maintain medical quality, (4) improve service satisfaction and other goals.
