1. Current situation analysis

1.1 Current status of electric vehicle prevention and control

There are three problems in the management, prevention and control of electric bicycles:

(1) The registration of electric bicycle identity information is irregular and incomplete.

Electric bicycles are non-motor vehicles, and the state has clear technical requirements for the licensing of electric bicycles. However, a large number of electric bicycles are “exceeded vehicles” due to excessive speed and other reasons and cannot be registered. The public security organs shall be responsible for the information management of the vehicle information for electric bicycles that meet the registration requirements. For electric bicycles that cannot be licensed, some are registered by the shop owner in paper form through after-sales service, and some are automatically registered by the public security organ by the owner. However, the overall amount of information collection is relatively low, which brings difficulties to daily management.

(2) The technical content of anti-theft measures for electric bicycles is relatively low.

According to statistics, in 2012, 41,000 electric bicycle thefts occurred in Hangzhou throughout the year, accounting for 20% of all criminal cases. For this reason, the theft of electric bicycles has become the main type of case that affects the public security situation in a region. A large number of electric bicycles are stolen. On the one hand, the owner’s self-prevention awareness is not enough. On the other hand, electric bicycle anti-theft measures have low technical content and are easy to be destroyed.

(3) The daily management of electric bicycles is more difficult.

As the most common means of transportation, electric bicycles are well received by the public. In daily life, a large number of unregistered electric bicycles are on the road, causing traffic accidents, and liability compensation is difficult to implement. After the electric bicycle was stolen, the characteristics of the vehicle were not registered, which made it difficult to detect the case. After the case of the stolen electric bicycle was detected, there was no registration of the owner’s information, and it was difficult to find the owner.

The management, prevention and control of electric bicycles has always been a common problem faced by grassroots public security organs. Public security organs at all levels have been looking for a long-term mechanism for electric bicycle management. With the continuous development and maturity of the Internet of Things technology, the construction of an electric bicycle prevention and control network based on the Internet of Things technology becomes possible. The project is based on the existing video bayonet system, using Internet technology to develop electric bicycle management and prevention and control applications. On the one hand, the socialized collection of identity information for electric bicycles can be realized, and on the other hand, the management and prevention and control efficiency of electric bicycles can be improved by means of information technology. In recent years, Zhejiang Province has vigorously promoted the construction of “Safe Zhejiang”, and public security agencies throughout the province have established a video surveillance bayonet network, which provides a hardware foundation for the construction of an electric bicycle prevention and control network. To this end, the project is mainly to provide basic-level public security organs with solutions for electric bicycle management and prevention and control, which is highly adaptable and popular.

  • The antenna plate faces directly to the direction of travel of the electric vehicle;

  • Adjust the downward tilt angle, b takes the default value of 45°;

Use the reference label to fine-tune the downtilt angle and measure whether the coverage area of ​​the device and the trigger distance meet the requirements.

Mode 2: Based on the existing public security monitoring system expansion

Among the 12 installation locations initially screened, the following locations are suitable for vertical pole installation.

The scene environment has the following types of poles.

  • Adjust the downward tilt angle, the azimuth angle a is 45°, and the downward tilt angle b is the default value 15°;

  • Use the reference label to fine-tune the downward tilt angle to measure whether the coverage area of ​​the device and the trigger distance meet the requirements.
