Since the “XX Card” payment completely adopts the existing financial chip card system, in order to guide the smooth implementation of the payment application part of the “XX Card” project, this technical solution is compiled for reference by all parties.
2. System structure
(1) System architecture
It is mainly composed of the UnionPay data stored-value card operation system (hereinafter referred to as the operation system), the recharge system and the consumer receiving terminal.
1. Operation system
Including: accounting processing system, transaction processing, key management, card issuance system, front system, front system (communication and preprocessing, etc.) can be combined with transaction processing or separated separately.
2. Recharge system (provided by XX company)
The recharge system can adopt POS machine or PC mode, which is completely online.
3. Consumer receiving terminal
XX company prepares a consumer terminal to receive the computer and is responsible for downloading the transaction data on the operating system.
(2) Transaction sorting and clearing
The “XX Card” payment information operating system adopts the leased UnionPay data stored-value card operating system. The “XX Card” company does not need to build a technical system, and only needs a terminal computer to receive UnionPay data system transaction data, which is responsible for processing the whole province “XX Card” transactions of franchised merchants. UnionPay Data is responsible for the processing of system data, and its main functions are as follows:

(4) Acceptance
The transaction terminal of the transaction clearing and clearing system includes customized POS machines and data collectors. Among them: the POS machine is directly connected to the clearing and clearing system, and the transaction data is passed to the clearing and clearing system. (5) Key management system
The key system adopting symmetric encryption algorithm can not adopt the two-layer CA structure of the bank (root CA and issuer CA), but only adopt one layer of the issuer CA. It mainly completes the verification of the card CVN and confirms the authenticity of the card.
3. Sorting and liquidation
The card loading is online, the transaction is initiated by the loading device, and the loading device transmits the transaction to the operating system in real time.
For consumer transactions, the online method is adopted, and UnionPay Data POS returns the processing result of each transaction along the original path to the POS terminal to complete the transaction. The system accumulates all-day transactions to form a full flow, which is sent to the accounting system for accounting in a timely manner. The consumer receiving terminal of XX company is responsible for receiving transaction data, the financial department performs account reconciliation, and is responsible for the clearing of franchised merchants.
In addition, in order to monitor the quality of transactions and track transactions in quasi-real time, UnionPay Data provides a transaction monitoring platform. The daily transaction data download is carried out by the terminal computer operator.
4. Card Issuing Business
The “XX Card” company is the issuer of the “XX Card” and conducts business in accordance with the “UnionPay Card Business Operation Regulations” and the relevant provisions of chip cards.
(1) Card selection
The card selection of “XX card” mainly follows the following principles:
1. The chip card of “XX Card” shall meet the PBOC2.0 standard of the People’s Bank of China.
2. “XX Card” card surface identification and card surface pattern are designed by “XX Card” company.
(2) Card issuance
Since the production and issuance of “XX Card” is relatively complicated, it can be built by itself or outsourced. The card issuance will work with the card manufacturer to formulate a detailed card issuance plan, which is only briefly described here.

The “XX Card” company, as the main issuer of the “XX Card”, undertakes the production of the “XX Card” and prints the password envelope (optional).
2. Card Issuing Process

Note: It is recommended that the production and issuance of cards should be operated by the “XX Card” company without outsourcing.
(3) Card Issuing System
The card issuing system solves the problems of card issuance, key management, accounting processing, receiving online transaction/clearing documents, and reconciliation. Therefore, the card issuer should include accounting system, key system, card issuing system, online transaction interface and accounting interface , The structure diagram is as follows:
(4) Reconciliation and settlement
Load transactions are subject to the operating system data, and the legality of online consumption transactions is verified by the operating system. The “XX Card” company financial department conducts fund clearing based on the transaction data received from the operating system, and the funds are cleared using the “XX Card” company operating system. The data shall prevail, and the franchised merchant shall check the total number of transactions, total amount, and transaction fee rate with the financial department of the “XX Card” company.
Five, accept business
(1) Acceptance system
Pos equipment can choose to own and rent two forms.
1. Acceptance process: The franchised merchant accepts the “XX card” using the online transaction method, and uploads the online consumption documents through the dial-up method.
On the second day after the “XX Card” company sends the documents to the franchise merchants, it clears funds based on the sorting and settlement results of the uploaded data, calculates the handling fee, and then transfers the funds to the franchise merchants.
2. Fund clearing and transfer: The financial department of the “XX card” company checks the number of transactions, transaction amounts, and handling fees with the franchised merchants based on the results of the fund clearing of the operating system, and the “XX card” company receives from the operating system The fund clearing data shall prevail, and the fund shall be allocated, and relevant transaction details and reports shall be provided to the franchise merchants at the same time.
3. Error handling: For the loading transaction, the card must be made when cash or check arrives in the account, so there is no problem of depositing advances. However, the handling fee for card purchase shall be processed in the wrong account.
4.
