1. System background

my country has entered a period of building a well-off society in an all-round way. Building a “harmonious society” has become an important goal of my country’s social and economic development at this stage. How to better strengthen the construction of water transportation supervision facilities to ensure the safety of people’s lives and property and protect the environment? Ensuring the sustainable development of the economy has become the top priority of the port and shipping department. In recent years, as land transportation has gradually shown a bottleneck in logistics volume, improving water transportation efficiency and improving the supervision environment of water transportation have gradually become the development strategies of cities along the river. In the traditional “golden waterways” of the Yangtze River Delta and areas along the canals, major cities are formulating ambitious plans for “Strong City of Water Transport” and “Digital Port and Shipping” to give full play to their inland waterway advantages and reduce logistics and transportation costs. Improve the comprehensive competitiveness of the economy and society in order to further support the rapid development of economic construction.

At present, various inland river ports and shipping cities have invested a lot of manpower and material resources to accelerate the pace of information network construction and scientific and technological investment, but still adopt the method of manually entering ship names and ship numbers. If the ship’s name and ship number are covered up, cannot be seen clearly at night, the ship’s flow is too large, and the operator is sleepy, it may cause the ship’s name and ship number to fail to be automatically identified, which becomes the biggest bottleneck in creating a “digital port and shipping”. Combining the status of the existing system, our company proposes to use RFID technology to realize the automatic identification of the ship terminal. This system uses active RFID technology. The active tag itself has a micro battery. Since it does not require radio frequency power supply, its identification distance is longer. The reader/writer requires less power, has the advantages of stable reading and writing, good anti-collision performance, and large amount of information carried, which are key performance requirements in ship identification applications.

RFID-based ship management solution

2. System principle

Active electronic tags are installed on ships entering and leaving the navigation area, and individual information or cargo information related to the ship can be stored in the tags. Long-distance readers are installed on the waterway. In this way, when a ship with an electronic tag passes through the channel, it will be recognized and read by the reader within a range of up to 200 meters. A port supervisory management boat can be arranged downstream of the reader installation location. The computer in the port supervisory management boat maintains an online status with the central database through the wireless Internet access system. The on-site supervisory personnel can perform targeted reloading at any time through the displayed results. Non-stop inspection of ships. If it is a problematic ship with incomplete licenses or expired licenses, the harbor supervision management boat can quickly get out of the boat for inspection. The port supervision and management boat can also use a portable mobile reader to achieve the audit management objectives of all related vessels.

Three, system function

Based on activeRFIDThe technical ship identity recognition and automatic port entry and exit supervision system can achieve the following functions:

1) Automatically record the entry and exit of ships: The system can automatically feed back the identity information to the monitoring center without manual operation by ship staff. The competent department of ships can clearly grasp the status of each ship entering and leaving the port through the management (monitoring) center. In addition, it can also watch the real-time entry and exit status through the video surveillance installed in the port, and record video images for subsequent inquiries .

2) Prevent the ship from leaving the port with illness: When the sick ship leaves the port, the system can automatically remind the competent authority to take effective measures to prevent it from going out.

3) When the ship leaves the port, the system automatically reminds the ship to turn on the AIS system and the satellite position monitoring system through the communication link, and at the same time sends various important information to the departing ship, including departure greetings, ship attention to navigation safety reminders, various notifications from the competent authority and Announcements, etc. When it is found that the ship has not turned on the corresponding AIS system or satellite monitoring system, the system will automatically remind the competent authority to take measures.

4) When the ship enters the port, the system can automatically send back to the port greetings to the ship via the communication link, the notification announcement of the competent authority, and other information.

5) Non-stop ship inspection and problem ship management. Through long-distance radio frequency data transmission, law enforcement ships of the competent authority can implement non-stop inspections of sailing ships. During the inspection process, since the law enforcement ship’s system can query the central database for ship information in real time, ships with problems such as illegal ships, expired annual inspections, expired certificates, etc. will have nowhere to hide and effectively prevent blacklisted ships from going to sea.

6) Anchorage statistics: Count the number of ships in each anchorage to effectively manage the anchorage of ships.

7) Flow statistics: It can accurately count the flow of passing ships.

Four, system characteristics

1) Large flow: extremely high anti-collision, can support more than 200 tags;

2) Support high-speed mobile reading, and the moving speed of the identification card can reach more than 200 km/h;

3) High reliability, working temperature -40℃~85℃, waterproof and shockproof, meeting the application of industrial-grade environment;

4) High anti-interference: There are no special requirements for various interference sources on site, and the installation is convenient and simple;

5) Ultra-low power consumption: It is safe for the human body and has no health damage.

6) Automatic record of ship passage;

7) Non-stop ship inspection;

8) Intelligent management of ship certificate anti-counterfeiting;

9) Problem ship management.
