1. Project background
With the rapid development of my country’s economy, public safety issues have attracted much attention from the society. In 2006, the General Office of the Central Committee of the Communist Party of China and the Ministry of Public Security successively issued the “Decisions of the Central Committee of the Communist Party of China on Several Major Issues Concerning the Promotion of Rural Reform and Development” and the “Decisions of the Ministry of Public Security on Implementing Community and Rural Police Strategy” (Public Issue[2006]No. 5), requiring all localities to follow the overall requirements for the construction of the social security prevention and control system, closely integrate the “three constructions” strategic deployment, take the protection of the people’s lives and property as the core, and promote the safety prevention technology through the construction and application of the safety technology prevention system Close integration with police work in rural areas, promote the socialization, networking, and informatization of rural public security prevention work, ensure the economic and social development of rural areas, innovate social management in rural areas, and strive to build a safe village and promote a new socialist countryside Construction services.
In September 2011, the Ministry of Public Security once again issued a public letter of “Opinions on Carrying out Security Technical Prevention Work in Rural Areas”[2011]No. 120, requires all localities to vigorously promote the construction and application of security technology prevention systems, innovate security products and the construction of security operation mechanisms. In May 2012, the Zhejiang Provincial Party Committee and the Provincial Government issued a draft guidance on strengthening the construction of the province’s social security prevention and control system during the 12th Five-Year Plan. The guiding opinions will strengthen social security video surveillance and rural technical defense work to make clear requirements. The prevention and control network of electric bicycles, a social management prevention and control network based on Internet of Things technology, is an effective carrier for advancing technical defense work, a livelihood project that the general public pays attention to, and meets the requirements of social management innovation.
1.1 Project content
In order to promote the application of technologies such as the Internet of Things in the grassroots public security organs, deepen the construction of the social security prevention and control system, introduce RFID and other technologies into the daily management of electric vehicles, and improve the control efficiency of electric vehicles. This project consists of five parts:
※ Build an RFID front-end data collection network covering the whole city;
※ Customized RFID tags for electric vehicles;
※ Electric vehicle sales platform (dealer);
※ Electric vehicle management application platform (Public Security);
※ Application network platform for handheld devices at the inspection end;

2.5 Business Process
(1) The public security department enters the data into the system after the label is initialized and issues the label to the electric vehicle dealer;
(2) After receiving the label, the dealer installs the label in the electric vehicle, and enters the label data into the dealer’s client;
(3) After the dealer sells the electric vehicle, the label information of the sold vehicle is registered in the dealer’s client;
(4) Consumers go to the public security department for filing after the vehicle is stolen or lost. The public security department enters the recorded vehicle into the tracking system, and the system starts to track the stolen vehicle;
(5) After the prevention and control platform finds the stolen vehicle through the RFID device, it sends the location of the vehicle and the vehicle information to the handheld device of the police, and at the same time captures the camera to start the capture function, and transmits the photo to the prevention and control platform;
