1. Construction background

*The basic information system of the grassroots institutions is available, but it lacks professional, flexible, and complete information system support.

With the rapid development of economy and technology today, the management and assessment of quality inspection work requires a scientific and efficient management method. To measure whether a regulatory model is scientific and effective, it depends on the mechanism and the means. Regional supervision is an effective mechanism, which realizes the frontier shift and the lower focus. Regarding supervision methods, we should provide powerful tools and means for supervision work with the help of advanced technology based on actual problems in supervision work.

The General Administration of China put forward the call of “Science and Technology Inspection”, requiring the quality supervision business to actively seek informatization solutions, and the Shandong Provincial Quality Supervision Bureau proposed to build a Shandong gold regional supervision information system. With the current advanced mobile computing technology and automatic identification technology, the system uses tools such as PDAs, RFID tags, and computers to realize the informatization of the entire process of regional supervision, and intelligentize the supervision of the entire life cycle of the enterprise, and focus on realizing Supervisors ensure that supervision is in place, effectively implement supervision, and provide services to enterprises; for supervision work, comprehensively improve inspection efficiency, high-quality and efficient assurance of supervision quality, and initially establish an early warning system.

2. Key technology

1. Automatic identification technology (RFID)

Automatic identification technology is a technology that applies a certain identification device to automatically obtain related information of the identified item through the proximity activity between the identified item and the identification device, and provides it to the back-end computer processing system to complete related follow-up processing. . At present, it is widely used in many industries and fields such as public transportation and banking.

The system uses automatic identification technology, uses RFID electronic tags to identify supervised companies, and uses PDAs to obtain information. The main functions are as follows:

*Unique identification: use electronic tags to uniquely identify the enterprise and establish the enterprise’s “ID card”;

*Supervision in place: automatic identification equipment reads corporate information at the supervision site, and uses corporate electronic tags to ensure supervision of supervisors in place;

2. Mobile computing technology

The so-called mobile computing technology refers to the use of mobile terminals such as smart phones and PDAs to interact with data and information using technologies such as WAP, GPRS, EDGE, CDMA1X and even 3G. It makes up for the shortcomings of (computer + network), and can be used anytime and anywhere to achieve sudden, emergency and convenient effects; smart phones and palmtops are necessary communication tools, which can be carried with you as long as you can talk. Three, system introduction

The system has designed a three-tier architecture based on actual application requirements, namely: the supervision on-site inspection system, the grassroots county bureau management system, and the provincial and municipal bureau supervision system. Realize on-site data collection, grassroots collection, and provincial and municipal analysis.

The supervision on-site inspection system mainly uses RFID tags to uniquely identify enterprises with data, forming a professional inspection equipment for enterprises to conduct law enforcement inspections. During on-site inspections, the system can flexibly inquire about the basic conditions of the company, and at the same time set up a standardized inspection process, stipulating the inspection content of different types of enterprises, and the supervisors can directly operate on the PDA according to the standard, and at the same time, to ensure Supervise the quality. In addition, the system also provides necessary expert support (additive query, policy and legal support, etc.) to assist supervisors in field operations. After the inspection, the person in charge of the enterprise can directly sign on the PDA, realizing fast and convenient electronic signature.

The grassroots county bureau management system mainly serves the supervision of grassroots organizations. The system fully considers the actual working environment of the grassroots county bureaus and provides a system design method that combines C/S and B/S structures to ensure that supervisors can avoid network problems. Affect the work, and at the same time ensure that the supervision situation is transmitted to the higher-level supervisory unit in a timely manner. A flexible management template is set up in the system, and users can regulate the supervision process and set the key points of the supervised enterprise according to the needs of local supervision work.

The provincial and municipal supervision systems mainly provide supervision services for the upper management agencies, and visually show the work of regional supervision through the representation of maps. Dynamically grasp the supervision situation. At the same time, the system provides a complete statistical analysis function, and provides indicator display for various requirements of regional supervision work, which is convenient for higher-level institutions to assess the work of lower-levels.

4. Development history

The system was officially launched in April 2005. Throughout the development of the system, it has received extensive attention from Secretary Li Chuanqing of the General Administration of Quality Supervision, Inspection and Quarantine, and leaders at all levels including the Food and Supervision Department. Among them, Secretary Li Chuanqing of the General Administration of Quality Supervision, Inspection and Quarantine went to the pilot unit of the system in Daiyue District, Tai’an, to extract the system report and watch the demonstration. Since then, more than a dozen provinces and cities including Guangdong, Guangxi, Heilongjiang, and Hubei have come here many times. Visited and studied and received more than a hundred times.

In January 2006, the system was fully implemented in Tai’an, Shandong Province. In March 2006, the Haiyan area of ​​Zhejiang Province introduced this system for regional supervision. In June 2006, the Shandong Provincial Quality Supervision System was fully implemented.
