According to the relevant project implementation contract signed in the early stage, combined with the new functional requirements proposed in the later stage of the supervision area, we have made a major new development of the CAS smart card all-in-one card system during the project implementation in the past month, and achieved all the promised functions , And to ensure that in the future operation of the system, we will provide real-time technical services to ensure the stability and convenience of the system.
(1). Personnel information management
In this system, we use personnel information that is completely consistent with the original prison administration management system, and during the system data import process, we have made corresponding adjustments according to the current personnel changes. This system stores all the cardholder’s photo information in the computer database, which can easily generate personal file information, and it is more convenient to reapply for a new card when the card is lost or damaged. The traditional photo files stored on the hard disk may be lost due to viruses, misoperation, disk damage, etc., and it is very troublesome to maintain. This problem can be solved very well after the photos are stored in the database.
In addition, we store the photo data and other data in separate databases. Since the photo information is relatively fixed, it is not necessary to back up the photo data during daily data backup, so that the system makes ten copies of data backup quick and convenient, which is more conducive to the use of mobile device copying. The current test backup data file size is 8-9m; it is estimated that the size of the 100,000 transaction data backup file will not exceed 15m after one year, which is very convenient for copying. The backup file size of the photo library is nearly 50m.
(2). Fully automatic ID card production
Since we store the photos directly in the database, the operator can easily complete batch or single production of ID cards through the “management center subsystem” of the all-in-one card system. Since the small ID card printer used in this system does not provide advanced ID card production software, many users can only design and print single sheets, which is very inconvenient for batch production. The system integrates this fully automatic ID card making function, which can be very convenient for new personnel to make and make up cards in the later stage.
At present, more than 1,700 cards have been produced and basically operated independently by related personnel in the Prison Investigation Department and the Life Hygiene Department. At the same time, they have fully grasped the daily maintenance and troubleshooting of the card machine.
(3). Handheld mobile consumption
Taking into account the special security needs and management needs of the prison area, under the approval of the prison leaders, we have newly integrated a handheld mobile consumer subsystem. Adopt the advanced handheld POS machine (model EH0218 of Shenzhen Huiyinengda Company), this machine is widely used throughout the country for mobile toll collection, inspection and identification applications, including: Guangzhou Metro monthly card toll, Shenzhen Jieshun parking lot Toll system, meter reading and deduction of water, electricity and heating, etc.).
Handheld mobile consumer functions:
1. The handheld can be set with a fixed-value consumption mode. After setting the amount, just press the “OK” button to automatically complete the deduction process;
2. The handheld can count the current consumption number and amount;
3. Small size, with storage sleeve, easy to carry;
4. With backlit LCD display, use as usual at night;
5. All Chinese interface, all Chinese operation prompts, convenient and scientific operation;
6. The card information can be downloaded to report the loss of the card to avoid fraudulent use by others after the card is lost;
7. The handset comes with a lithium battery, which can support continuous use for about a week after being fully charged;
8. The handset supports large-capacity data storage function, and supports offline storage of nearly 10,000 consumption records;
9. The machine number, operation password, unit password and date/time can be set. This function requires the input of the operation password;

It can also support the expansion of new functional requirements in the later period, including: security inspection, mobile recharge, mobile identity check, etc. The later functional expansion can be integrated and developed in an orderly manner according to the supervision area management and information system construction steps.
In short, this handset is powerful and extensible, and can expand more powerful functions in the process of informatization construction of the prison area in the future.
(4) IC card
In this system, we use an inductive IC card (the chip is Mifare one), which is exactly the same as the bus toll system, and the card has a large-capacity data storage area. We store all personal information and account information in the IC card, including: cardholder’s name, card number, department, account balance, number of uses, etc. When using an IC card, the system is subject to the card. However, because the traditional inductive ID card does not have the data storage function, all information must be stored in the computer database, which cannot support mobile offline consumption; and must rely on the computer network in real time, when there is a power outage, network failure, computer failure, etc. Can’t consume normally after downloading.
The use of inductive IC cards can also ensure that the quality of portrait ID cards is very good. Among all the cards that have been completely produced at present, except for a few cards that are not ideally printed because the ribbon is almost finished or the positioning is not accurate when they are just installed, the printed photos of the remaining cards are very clear and the effect is very good.
(5). Recharge management function
At present, we have charged all the balances of inmates’ accounts in various prisons into IC cards. One of the principles of the IC card application system is to take the card as the standard. When we set up the consumption and recharge process, we added multiple data verification measures to ensure the accuracy of the card information, especially the account balance. At the same time, we have designed the number of consumption, the system can judge the accuracy of the personal account in the long-term transaction process by querying the individual’s continuous consumption and recharge records.
Since the system fills all personal accounts into the IC card, in order to avoid cardholders not restricting card consumption, the system supports the function of setting a single consumption limit. If necessary, functions such as the maximum consumption limit of the current month can also be developed and integrated later.
(6). Invoicing management function of Life Sanitation Department
In the early stage of our system construction plan, we did not build the desktop toll collection machines that are conventionally used in the market. The main reason is that we hope to build a “commodity purchase, sales and inventory management” function for the commissary, and strengthen the revenue and expenditure statistics function.
The desktop toll collection machine can only complete the function of deducting fees from the IC card, but cannot reflect the specific sales of the commissary, cannot accurately and real-time statistics the inventory of the commissary, and it is impossible to conveniently and quickly count the operation of the commissary in the current month.
The “Supermarket Cashier Subsystem”, which can be run by the office computer in the Life and Sanitation Department, includes functions such as commodity purchase and storage, supplier settlement, commodity purchase return, and statistics on commodity sales, commodity purchases and sales, and business analysis reports.
(7). Cashier at the commissary
In the early stage, we considered the investment in the system and did not configure bar code printing equipment and identification equipment for the commissary. The operator can directly enter the product number, name, short code and other information through the cash register interface for automatic retrieval to quickly enter the purchased product; the operator can also select the product by clicking with the mouse.
In the later stage, if the number of commodities increases or in order to improve the speed of the system, a barcode scanner can be added to quickly identify and enter the purchased commodities.
At the same time as cashier at the commissary, you can print and generate a small receipt for the purchased commodity through a needle-type receipt printer, which includes information such as commodity number, product name, unit price and total amount, card balance, and usage times. The shopping receipt is submitted to the cardholder. This humanized system function design can further enhance the image of the Tibet Autonomous Region Prison Development Prison, and fully respect the corresponding rights of prisoners.
At present, the receipt printer we configure is a needle-type special receipt printer, which can print one-type multi-part receipts. Later, if necessary, you can configure multiple copies of the printing paper, so that one copy can be given to the cardholder, and the other copy or multiple copies can be used as the original basis for the statistics and inquiries of the life and health department.
When the cashier at the commissary is deducting money by swiping the card, the interface will display the cardholder’s photo, number, name, prison area and other information, which can be quickly identified by the operator.
(8). Financial settlement
Financial settlement includes two parts: commissary settlement and canteen financial settlement. The commissary is connected to the central server (master control room server) in real time, and the life and health department can make real-time statistics on the sales and cash register of the commissary.
The canteen uses handheld POS machines. In normal use, the handheld machine and the server are completely offline, and the Department of Life and Health cannot make real-time statistics on its business conditions. The canteen can take the hand-held POS machine to the Department of Health and Health regularly or irregularly, connect it with the computer through a data communication line, and upload the consumption records saved in the hand-held machine to the computer. The Department of Life and Sanitation can count the business conditions of the canteen over a period of time and generate statistical reports. The Department of Life and Sanitation pays the operating income of the cafeteria based on the sum of the statements.
Chapter 2: Expandable Functions of the Prison Card System
Based on the implementation of this system, combined with the needs of the autonomous region’s prisons to strive for ministry excellence and informatization, we believe that this all-in-one card system can also expand various subsystems to achieve the true goal of the all-in-one system.
The following are some aspects of our proposed expansion function subsystem:
(1). Access control subsystem:
Based on our experience in implementing projects including Chengdu Junior Education Institute and Mianyang Xinhua Labor Camp, we believe that it is necessary to expand the access control subsystem. Combined with the current powerful civil air defense, the access control function, as one of the main technical means, can conveniently and safely strengthen the safety management of personnel entering and exiting each passage door in the prison area.
At the same time, the access control subsystem provides a comprehensive personnel access log query function; provides a remote unified centralized access authorization function; provides a leader remote query function; provides an electronic map real-time monitoring function, etc. These functions are scientific “technical defense” methods that can strengthen the security management of the prison area.
The access control subsystem requires both entry and exit to swipe the card and enter the personal password at the same time to pass the authentication and open the electric control lock.
(2). Channel subsystem
The so-called channel subsystem means that when inmates enter and exit the prisons to participate in labor and activities, they need to swipe their cards on a dedicated card swiping device to register entry and exit records for monitoring and inquiries by the prison investigation department. At the same time, the channel subsystem can remotely set the permissions of which channels can enter and exit the credit card devices of prisoners in each prison.
In addition, the channel subsystem can also realize the real-time monitoring function with the supporting monitoring computer. When the cardholder swipes the card, the monitor computer screen will display the cardholder’s photo, information, number, the prison area and whether it can enter or exit the channel. details.
(3). Security inspection subsystem
In order to strengthen the safety management of the prison area, police officers in the prison area must regularly inspect certain areas of the prison area. The traditional methods of registration and signing are inconvenient and not very scientific. Through the secondary development on the handheld POS machine, the security inspection function can be realized. After the prison officers arrive at the specified location or area for complete inspection tasks, they will swipe their cards to register at a fixed information point. Finally, upload the data saved on the handheld POS machine to the computer, and generate the corresponding patrol inspection statistical report. The management personnel and the relevant leaders of the prison area can view the comprehensive information very conveniently.
(4). Police officer attendance subsystem
Due to the special security requirements of the prison area, it is necessary to strictly ensure that personnel arrive and leave their posts on time. There are some hidden dangers in traditional registration methods. At present, all personnel in the prison area are issued with IC cards, and the CAS system itself can be expanded to include: access control, passage, time and attendance and other subsystems. Only need to add time and attendance swiping terminals and related management software to achieve more comprehensive, The scientific management function improves the soft environment and informatization level of the prison area.
(5). Leadership query subsystem
Since the one-card system we are currently building completely adopts a unified central SQL2000 database and adopts a full C/S structure, it can provide remote query functions very conveniently.
As the main leader who is fully responsible for the prison area, he must understand relevant information comprehensively, accurately and quickly. We recommend that the leader query subsystem can be expanded. Relevant leaders can enter the authorized query function interface through the office computer to learn relevant information remotely and improve management efficiency.
(6). Touch screen multimedia query subsystem
The touch screen multimedia query subsystem can be integrated including:
1. Attendance inquiries, salary inquiries, and notification to secretaries for police officers;
2. Prison district policy publicity information query, prison construction/publicity information for the families of prisoners;
3. Public-oriented informatization, planning and construction information inquiries, etc. of the prison area.
As a window for internal and external publicity of the prison, the touch screen multimedia query can greatly enhance the image and management effect of the prison.
Chapter Three: Some tips for the operation of the prison all-in-one card
After nearly a month of project implementation, it should be said that the prison investigation department (especially the general control room) and the life and health department have invested considerable enthusiasm and hard work, and the project implementation has also been relatively smooth.
In order to ensure the comprehensive and stable operation of the system in the future and truly improve the level of prison management and informatization, we have some small suggestions here.
(1). Obviously insufficient equipment in the Life and Sanitation Department
The currently established management model makes the Life and Health Department the main body of the operation and management of the all-in-one card system. Its daily work includes: personnel information management and change, card production, card monthly recharge, recharge report generation, and financial settlement with the canteen and the commissary. etc. It should be said that the workload is relatively large.
At present, the Department of Life and Sanitation only has an old Lenovo computer, an old UPS power supply, and a new smaller inkjet printer. Since all data is stored in a remote server, the computer may run slowly when accessing transaction records with a large amount of data in the future. At this time, if the operator stops abnormally, it may cause incomplete data or even errors.
We estimate that after one year, there will be more than 200,000 consumer transaction details; 30,000 to 50,000 recharge records. If you want to summarize or retrieve records remotely, it may take more than 10 seconds. If the stability of the computer is a little bit worse, A situation that may cause the computer to crash. As one of the daily management content of the Life Sanitation Department, this kind of summary query may be executed frequently.
In addition, if the post card production is also placed in the Life and Health Department, including photo processing, photo access, photo retrieval, etc., the response speed of the computer may be very slow, and the stability of the computer may have some problems.
We recommend configuring a new computer. The performance parameters are as follows:
1. Memory: 256 or more, preferably 512;
2. Processor: Pentium 4 631
3. USB ports: more than 4 (including: printers, card printers, card readers, USB external devices, etc.);
We recommend to configure a UPS power supply with larger functions. At present, the old UPS power supply function of the Department of Life and Sanitation is very small, probably below 400AH, and can only guarantee the use of the computer within 5-15 minutes. In addition, the battery performance generally declines after the battery is used for a certain period of time, and it is difficult to ensure that the computer can be safely quit after an unexpected power failure, not to mention that operations such as recharging, renewing, and issuing cards can be continued after the power failure. During the implementation of this period of time, the prison area has had multiple power outages. Considering the existence of this objective factor, we recommend that at least one online UPS power supply with a function of more than 1000 AH is configured.
In addition, the Life and Sanitation Department must print out recharge statements and account balance statements for each sub-supervision area basically every month, so that the sub-supervision staff can check the accounts of prisoners. It is estimated that the number of reports generated every month is large, and a certain number of spare ink cartridges need to be configured. Of course, if conditions permit, it is best to configure a laser printer, because the cost of inkjet printers is actually higher than that of lasers when the number of prints is large. At the same time, the printing speed is slower, more capacity errors, and paper jams.
(2). Need better configuration, preferably online version of anti-virus software
During the implementation of this project, many computers, including the server in the main control room, were infected with viruses because of the mobile hardware copies. Although the virus was controlled through unremitting efforts in the end, there is no guarantee that it can be killed every time the virus is infected during the operation of the system in the future. If the computer virus cannot be killed in time after being infected, the only way may be to reinstall the operating system. However, because the one-card system itself packs multiple subsystems, the installation of drivers for packaging hardware devices (card printers, card readers, handhelds, etc.), SQL database clients, etc. are very complicated. After reinstalling the operating system, the system may not be normal. run.
Note: After a computer malfunction occurs, troubleshooting should be done as much as possible, and the operating system cannot be easily reinstalled.
In addition, due to the real-time communication of the computer network, computer viruses may easily enter a computer through mobile devices (including U disks, mobile hardware, CDs, CDs, etc.), and transmit to other computers through the network at a fast speed, causing the system to appear. Larger, overall failure.
Purchasing computer anti-virus software is a basic issue that must be considered in the current network management system. At the same time, anti-virus software is required to be updated in a timely manner, and computers should be patched in a timely manner.
(3). ID card machine and ID card production staff responsible
This system is equipped with the new small ID card printer (model: 330i, which is an upgraded version of the original 310) from Zebra Company. This machine has strict requirements for ribbon use and printing cleaning. It should be said that the main purpose of these measures is to ensure the service life of the printer and print head. However, even after the police officer and prisoner’s card were printed, the print head still had broken needles. Of course, this does not rule out the possibility of continuous use and high temperature of the printer causing damage to the print head, but it also does not rule out the possibility of human error.
