With the development of smart hospitals, advanced medical equipment continues to emerge, and the number of fixed assets in hospitals is increasing. Under the original fixed asset management model, the difficulty of asset inventory continues to increase. Fully analyze the difficult issues of fixed assets inventory, the needs, and the status quo of the hospital, sort out the many shortcomings of the original system, carry out research and demonstration on the characteristics, advantages, and industry applications of RFID technology, and design RFID based on the system that the hospital has built The implementation process of the non-contact mobile fixed asset inventory management system explored the methods to solve difficult problems and the specific implementation steps, and summarized the benefits brought by the construction of this system to the hospital’s fixed asset management.

 1 Introduction

With the construction and development of smart hospitals, the application of 5G wireless network technology and the Internet of Things technology, in accordance with the country’s overall requirements for hospital informatization construction goals and progress specifications, the original fixed asset management methods of hospitals are becoming less and less suitable for management requirements. Especially with the continuous development of hospitals, the purchase of leading-edge medical facilities to improve the competitiveness of the hospital itself has made the number and amount of fixed assets of the hospital more and more larger, making asset inventory more and more difficult.

Asset inventory is an indispensable and important link in financial management and management. It plays a role in realizing the physical and book verification of assets, and the true reflection of asset status, on-site verification and supervision of asset management. According to the requirements of state-owned assets management, the hospital conducts a comprehensive inventory of fixed assets at least once a year. However, traditional fixed asset management methods and inventory methods can no longer meet the daily management needs of fixed assets. It is urgent to implement modern intelligent management of fixed assets to achieve the goal of refined and standardized management.

2. Current status of the hospital

Taian Central Hospital cooperated with a company in 2015 to carry out the construction of a comprehensive operation management platform, including logistics management system, fixed asset management system, and human resource management system, which improved the hospital’s resource management capabilities, standardized management processes, and promoted the hospital Refined implementation. However, with the requirements of the development of smart hospitals, the current fixed asset management system has many drawbacks: ① There are many departments, types, and quantities, which makes it impossible to complete batch inspections, which is time-consuming. ②Special departments such as operating rooms, intensive care units, intensive care units, etc., in order to prevent cross-infection, cannot be entered at will during normal work, and asset inventory is difficult. ③ Low control efficiency and weak supervision. Due to the limitations of the barcode itself, the QR code is easily defaced, can be copied, requires precise alignment, etc., and still requires a lot of manual operations to complete the management of the equipment. ④In actual operation, due to various reasons, it is often difficult to find and locate equipment that prints duplicate codes or missing codes, and it takes a lot of time and manpower to check. ⑤The label function is backward, cannot realize the interconnection of things, cannot connect with the hospital data platform, and cannot retrieve equipment management related data for economic operation analysis.

Therefore, it is urgent to explore quick and effective intelligent asset management methods. The introduction of an intelligent mobile fixed asset inventory and traceability system based on the Internet of Things, and the use of fixed asset barcode technology plus RFID technology management methods to achieve interconnection of things are very important for fixed asset management.

3. Realize the basis and advantages of RFID contactless mobile fixed asset inventory management system

RFID radio frequency identification technology definition

RFID radio frequency identification (Radio Frequency Identification) is a non-contact automatic identification technology, which automatically recognizes target objects and obtains relevant data through radio frequency signals. The identification work does not require manual intervention and can work in various harsh environments. The basic working principle of RFID technology is that after the tag enters the magnetic field, it receives the radio frequency signal from the reader, and uses the energy obtained by the induced current to send out the product information stored in the chip (Passive Tag, passive tag or passive tag), or actively Send a signal of a certain frequency (ActiveTag, active tag or active tag); after the reader reads the information and decodes it, it is sent to the central information system for relevant data processing.

Advantages of RFID radio frequency identification technology

Reading is convenient and automatic, long-distance and large-flow automatic identification, no need to manually brush the bar code; data reading is free of “contact”, and no light source is needed. Fast recognition speed Once the electronic tag enters the identification place, the card reader can read the information in it instantly, and can process multiple electronic tags at the same time to realize batch recognition. It is difficult to forge and has strong security. The number of the electronic label is unique and cannot be changed. Password protection can also be set for reading and writing of stored data. Strong penetrability and environmental resistance RFID can read labels through mud, dirt, paint, oil, wood, cement, plastic, water and steam and other non-metallic materials during identification. It does not need to be in direct contact with the carrier and has a strong Of penetrability. Long service life and wide application range This system uses passive RFID UHF technology to realize non-contact fast and convenient reading of fixed asset information, so that no cabinets or boxes can be opened, so as to realize one-to-one quick inventory of fixed assets , Inquiries, especially fixed assets that are stored invisible outside the line of sight will not be missed, avoid duplicate inventory or wrong inventory, and improve the efficiency and quality of asset inventory. RFID industry application and practical research status At present, radio frequency identification technology (RFID) is developing very rapidly at home and abroad. There are many types of RFID related soft and hard products, which are widely used in transportation control management, commercial automation, industrial automation, identity recognition, Anti-counterfeiting, asset management, information statistics, security control and document tracking/library management and other fields. The key to the application and development of RFID systems is electronic tags. Passive RFID technology is relatively mature and its applications are more extensive. Electronic tags themselves provide short-term power supply by receiving microwave signals from radio frequency identification readers.

In foreign countries, many integrated circuit manufacturers are committed to developing smaller and cheaper RFID chips. Domestic integrated circuit manufacturers have also been able to develop their own and approach the international advanced level. The future development trend of RFID chips will inevitably be that the chip has a longer range, faster reading and writing speed, and continuous cost reduction.

In the field of fixed asset management, the application of RFID technology has been extensively expanded. Domestic hospitals with more advanced information technology have paid attention to the application of RFID technology. Unlike traditional label technology, RFID technology can be used as a bridge between fixed assets and information systems, and can effectively integrate fixed assets and information systems to achieve physical objects. The effect of real-time synchronization of information and system information. In the medical field, RFID technology has been used in the tracking management of surgical instruments and disinfection supplies, as well as the process management of medical equipment in and out, claim, depreciation, inventory, maintenance, and scrap. Radio frequency identification technology solves the problems of the inability to obtain real-time medical equipment in hospitals, the difficulty of distributing medical equipment in different departments, and the difficulty of mobile equipment management. In general, there are not many cases of hospital-wide asset inventory management using RFID technology. Therefore, in the face of the huge workload of the medical industry, it is urgent to explore new management methods, equip with intelligent equipment, and use information technology to solve the current problems of difficult inventory, high pressure, and chaotic management due to the large number of assets.

4. Methodological discussion

The hospital’s mobile fixed asset inventory and traceability system is an important part of the hospital’s fixed asset management system. Its construction planning needs to focus on overall planning and top-level design. It is carried out under the framework of the hospital’s overall digital construction and fixed asset management. When planning, fully consider the integration with the existing fixed asset management information system, so as to ensure that the data consistency is achieved in the later system construction.

Make full use of existing resources on the basis of the original fixed asset management system, use information technology, mobile technology, bar code technology, radio frequency identification (RFID) technology to develop and integrate RFID mobile fixed asset inventory system. The specific implementation is shown in Figure 1.

Figure 1 Implementation of docking between the inventory system and the fixed asset system

First of all, we must carry out a comprehensive label upgrade for all fixed assets of the hospital. Upgrade and update the original labels. Labels with RFID cores can be printed and integrated. At the same time, mobile UPS power, network transmission, mobile workstations, and labels can be connected through mobile identification carts. Printers, RFID card issuers, barcode guns, high-speed cameras, etc. are integrated to realize smart mobile cart inventory. During asset inventory, mobile carts can be brought to the site for inventory, information improvement, labeling, and RFID pairing. Mobile carts can improve the efficiency of tag upgrades and inventory, and prevent asset movement from causing asset identification problems. The detailed implementation method is shown in Figure 2. .

Figure 2 The implementation of key RFID asset tags of the system

The establishment of location tags uses RFID chips to print integrated location tags, which are identified by floor or room, so that when the mobile device performs RFID induction inventory, it can automatically identify the current area location information, and record and analyze asset location changes . The step-by-step implementation of fixed asset construction involves a wide range of areas and follows the principle of unified planning and step-by-step implementation. Taking into account the overall hospital planning, capital investment, etc., a step-by-step implementation plan is adopted according to the needs of management at different levels. First, focus on departments that are difficult to check, such as operating rooms, intensive care units, and other important departments; secondly, focus on departments with more assets, such as laboratory and pathology departments. When the newly purchased assets are marked for the acceptance of new fixed assets, the mobile marking truck can be pushed to the acceptance site to perform work, retrieve contract information, take photos, scan codes, print and make IoT labels on the acceptance equipment, and scan for manufacturer-related acceptance Forms, certificates, and standard acceptance reports can be printed on the spot. Use specific tags for special assets such as endoscopes and surgical instruments. Endoscope assets need to be cleaned and disinfected regularly. Ordinary RFID tags are not applicable to such assets. Special fixed tags that can be cleaned and anti-corrosion are required to ensure that they are cleaned and disinfected in large quantities. The effectiveness of the label during the disinfection process. Fully docking with the financial and financial asset management system. Establishing a standard data import format that can be docked with the financial reporting system. After the system enters and exits the library, it can automatically generate a standard format, import and report; establish a docking with financial vouchers, and the inbound and outbound generated by the asset system Voucher information such as, transfer, and depreciation can be automatically pushed to the financial system to avoid manual duplication of entry work, improve multi-departmental synergy, and reduce errors. The intelligent inventory function construction sets the cycle and scope of this inventory on the system, downloads asset data to the mobile inventory vehicle system or PDA through the network, and conducts regional and batch sensing inventory, accurate positioning, clear recording and analysis of data, Improve the efficiency of inventory work. In the process of using a mobile inventory vehicle or PDA to perform an inventory, the inventory area can be obtained by sensing the RFID geographic location tag, or it can be obtained by manual selection. Confirm the inventory area, and the asset data in this area will be displayed on the system. After starting the inventory, the assets with RFID chips in the area will be sensed, and the system will automatically mark the assets with the “pointed” mark. If there is an asset that does not originally belong to the location in the inventory area, the system obtains asset information through the sensor chip and can automatically analyze the asset location change. If the assets originally in the inventory area have not been sensed, it is necessary to confirm whether there is any asset borrowing or moving. If there is an asset change, it will be dealt with when it reaches the end of the asset movement; if not, find the physical object to check the label and consider whether to replace it. If the physical object is not found, mark the temporary absence sign on the system. When the RFID asset tag is basically complete, the fixed assets within the management scope have a unique tag. The asset inventory system reflects the existence of fixed assets by sensing the existence of the RFID tag. During the inventory process, the asset information is constantly improved and updated. See Figure 3 for the specific implementation of asset changes.
